AB226,1,1 1An Act relating to: the study of state-local fringe benefit partnerships.

This bill requires the department of employment relations and the Wisconsin
employment relations commission, and the department of employee trust funds if it
elects to participate, to organize committees to study and make recommendations on
a variety of issues affecting local government compensation and fringe benefits costs.
A report of the recommendations must be submitted to the governor, the secretary
of administration, and to the legislature no later than January 1, 2003.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB226, s. 1 2Section 1. Nonstatutory provisions.
AB226,1,33 (1) State-local fringe benefit provisions.
AB226,1,74 (a) The department of employment relations and the employment relations
5commission, and the department of employee trust funds if it elects to participate,
6shall organize, and appoint members to, committees to study and make
7recommendations on all of the following:

11. Fiscal pressures on local governments created by personnel costs, including
2fringe benefits costs.
AB226,2,4 32. Strategies for local governments to control personnel costs, especially health
4insurance costs.
AB226,2,8 53. Creating a permanent labor-management partnership team, consisting of
6representatives of local governments and local government employees, to review
7issues of common concern and to make policy recommendations to state and local
8officials.
AB226,2,10 94. Options for local governments to expand their fringe benefit partnerships
10with state government and other local governments.
AB226,2,14 115. Changes to the interest arbitration process under subchapter IV of chapter
12111 of the statutes, including exempting health insurance coverage from interest
13arbitration under that subchapter if an employer offers to its employees the local
14government insurance plan under subchapter IV of chapter 40 of the statutes.
AB226,2,17 156. Allowing local government employers to change insurance carriers to the
16local government insurance plan under subchapter IV of chapter 40 of the statutes
17if the employer offers a predetermined wage increase to its employees.
AB226,2,2218 (b) In organizing committees under paragraph (a), the department of
19employment relations and the employment relations commission, and the
20department of employee trust funds if it elects to participate, shall seek to appoint
21to the committees representatives of local governments and local government
22employees.
AB226,3,323 (c) The department of employment relations and the employment relations
24commission, and the department of employee trust funds if it elects to participate,
25shall submit a report incorporating the recommendations of the committees

1organized under paragraph (a ) to the governor, the secretary of administration, and
2to the chief clerk of each house of the legislature, for distribution to the legislature
3under section 13.172 (2) of the statutes, no later than January 1, 2003.
