AB228,1,3 1An Act to create 16.07, 20.923 (6) (aj) and 230.08 (2) (ya) of the statutes;
2relating to: coordination of state policies in relation to local governments and
3mediation of disputes between the state and local governments.

This bill directs that the department of administration (DOA), to the extent
possible, coordinate state policies governing the relationship between the state and
local governments in this state and attempt to make those policies as uniform as
practicable. The bill also permits DOA to attempt to mediate disputes between local
governments and state agencies to the extent feasible. Currently, DOA has no such
responsibility.
To carry out these functions, the bill directs DOA to appoint a state-local
government coordinator outside the classified service. Because the bill does not
increase the authorized positions for DOA to create the coordinator position,
enactment of the bill will require DOA to reallocate an existing nonstatutory position
to serve as coordinator.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 16.07 of the statutes is created to read:
AB228,2,3 216.07 State and local governmental policy coordination; mediation.
3(1)
In this section:
AB228,2,44 (a) "Agency" has the meaning given in s. 16.70 (1).
AB228,2,55 (b) "Local governmental unit" has the meaning given in s. 16.97 (7).
AB228,2,8 6(2) The department shall, to the extent possible, coordinate state policies
7governing the relationship between the state and local governmental units and shall
8attempt to make those policies as uniform as practicable.
AB228,2,10 9(3) The department may attempt to mediate disputes between local
10governmental units and agencies to the extent feasible.
AB228,2,13 11(4) The secretary shall appoint a state-local government coordinator outside
12the classified service to carry out the department's responsibilities under this
13section.
