AB275,1,4 1An Act to consolidate, renumber and amend 289.645 (3) (intro.) and (a) of the
2statutes; relating to: increasing the recycling fee imposed on the disposal of
3solid waste, financial assistance for local recycling programs, and making an
4appropriation.
Analysis by the Legislative Reference Bureau
Current law imposes a recycling fee of 30 cents per ton for solid waste, other
than certain kinds of high-volume industrial waste, disposed of at a landfill or other
waste disposal facility. This type of fee is often called a tipping fee. The recycling fee
is deposited in the recycling fund.
This bill increases the recycling fee to $10 per ton. This bill also increases
funding for the program that provides financial assistance for recycling programs
run by local governmental units.

printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB275, s. 1 5Section 1. 289.645 (3) (intro.) and (a) of the statutes are consolidated,
6renumbered 289.645 (3) and amended to read:

1289.645 (3) Amount of recycling fee. The fee imposed under this section is
2as follows: (a) For $10 per ton for all solid waste other than high-volume industrial
3waste, 30 cents per ton.
AB275, s. 2 4Section 2 . Appropriation changes.
AB275,2,105 (1) Financial assistance for responsible units. In the schedule under section
620.005 (3) of the statutes for the appropriation to the department of natural
7resources under section 20.370 (6) (bu) of the statutes, as affected by the acts of 2001,
8the dollar amount is increased by $57,000,000 for fiscal year 2001-02 and the dollar
9amount is increased by $57,000,000 for fiscal year 2002-03 to increase funding for
10the purpose for which the appropriation is made.
AB275, s. 3 11Section 3. Initial applicability.
AB275,2,1412 (1) The treatment of section 289.645 (3) (intro.) and (a) of the statutes first
13applies to solid waste disposed of on the first day of the first calendar quarter
14beginning after publication.
AB275, s. 4 15Section 4. Effective dates. This act takes effect on the day after publication,
16except as follows:
AB275,2,1817 (1) Section 2 of this act takes effect on the 2nd day after publication of the
182001-03 biennial budget act.
