AB309,1,3 1An Act relating to: requiring the elections board to make recommendations
2concerning the elimination of punch card voting systems as a method of voting
3in this state.
Analysis by the Legislative Reference Bureau
Currently, punch card voting systems are one of the statutorily approved
methods of voting in elections in this state. Any specific type of system must,
however, be approved by the elections board in accordance with statutory standards
before the system may be used. This bill directs the elections board to prepare
recommendations for eliminating the use of punch card voting systems as a method
of voting in this state and for facilitating the transition from the use of punch card
voting systems to another approved method of voting. The recommendations must
include a proposed method by which the state would reimburse counties and
municipalities for the expense of transitioning to another approved method of voting.
The elections board must submit the recommendations to the chief clerk of each
house of the legislature, for distribution to the appropriate standing committees of
each house, by the first day of the 5th month beginning after this bill becomes law.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1(1) The elections board shall prepare recommendations for eliminating the use
2of punch card voting systems as a method of voting in this state and for facilitating
3the transition from the use of punch card voting systems to another approved method
4of voting. The recommendations shall include a proposed methodology by which the
5state would reimburse counties and municipalities for expenses incurred in
6replacing punch card voting systems with another approved method of voting. No
7later than the first day of the 5th month beginning after the effective date of this
8subsection, the elections board shall submit the recommendations to the chief clerk
9of each house of the legislature for distribution to the appropriate standing
10committees of the legislature in the manner provided under section 13.172 (3) of the
11statutes.
