AB644,1,3 1An Act to create 20.370 (5) (ax) of the statutes; relating to: funding for the
2reconstruction of the Atlas Mill in the city of Appleton and making an
3appropriation.
Analysis by the Legislative Reference Bureau
Under current law, many of the programs that are administered by the
department of natural resources (DNR) are funded from the state's conservation
fund which is a segregated trust fund. This bill requires DNR to provide $250,000
in fiscal year 2001-02, from the conservation fund, to an organization known as the
Paper International Hall of Fame, Inc., to reconstruct the facility known as the Atlas
Mill located in the city of Appleton into a facility containing a hands-on forestry
project designed to educate children about forestry and the environment. The bill
requires the new facility to be known as the World Paper Center.
For further information see the state fiscal estimate, which will be printed as
an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB644, s. 2 2Section 2. 20.370 (5) (ax) of the statutes is created to read:
AB644,2,53 20.370 (5) (ax) Resource aids — Atlas Mill reconstruction. The amounts in the
4schedule for reconstruction of the Atlas Mill under 2001 Wisconsin Act .... (this act).
5No moneys may be encumbered from this appropriation after June 30, 2002.
AB644, s. 3 6Section 3. Nonstatutory provisions.
AB644,2,137 (1) Atlas Mill reconstruction. From the appropriation under section 20.370
8(5) (ax) of the statutes, as created by this act, the department of natural resources
9shall provide $250,000 in fiscal year 2001-02 to an organization known as the Paper
10International Hall of Fame, Inc., to reconstruct the facility known as the Atlas Mill
11located in the city of Appleton into a facility containing a hands-on forestry project
12designed principally to educate children about the relationship between forestry and
13education. The facility shall be known as the World Paper Center.
