AB730,1,4 1An Act to repeal 20.255 (2) (fk) and 115.405; and to amend 115.28 (7) (a) of the
2statutes; relating to: teacher licensure requirements imposed on school
3boards, repealing the peer review and mentoring grant program, and granting
4rule-making authority.
Analysis by the Legislative Reference Bureau
The department of public instruction (DPI) has promulgated administrative
rules establishing initial educator licenses for beginning teachers and professional
educator licenses for more experienced teachers. These rules also require school
boards to mentor, orient, instruct, and review teachers holding the initial educator
license. This bill prohibits DPI from imposing these initial educator requirements
on school boards.
Current law authorizes DPI to award grants to school districts and cooperative
educational service agencies to implement peer review and mentoring programs.
This bill repeals this grant program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 2. 115.28 (7) (a) of the statutes is amended to read:
AB730,2,92 115.28 (7) (a) License all teachers for the public schools of the state,; make rules
3establishing standards of attainment and procedures for the examination and
4licensing of teachers within the limits prescribed in ss. 118.19 (2) and (3), 118.192 and
5118.195, except that the department may not require a school board to mentor,
6review, orient, or instruct a teacher licensed under this subsection;
prescribe by rule
7standards and procedures for the approval of teacher preparatory programs leading
8to licensure,; file in the state superintendent's office all papers relating to state
9teachers' licenses; and register each such license.
