AB9,1,3 1An Act to create 20.395 (1) (gv) and 85.62 of the statutes; relating to:
2transportation aids to local professional football stadium districts and making
3an appropriation.
Analysis by the Legislative Reference Bureau
1999 Wisconsin Act 167 created a professional football stadium district, which
is a special purpose district, in each county with a population of more than 150,000
that includes the principal site of an existing, or to be constructed, league-approved
home stadium for a professional football team that is a member of a league of teams
that have home stadiums in at least ten states and a collective average attendance
for all league members of at least 40,000 per game over the five years immediately
preceding the year in which a district is created. A district is a local unit of
government that is a body corporate and politic and that is separate and distinct
from, and independent of, the state and the political subdivisions within its
jurisdiction.
This bill authorizes the department of transportation to make aid payments to
a local professional football stadium district for the development, construction,
reconstruction, or improvement of bridges, highways, parking lots, garages,
transportation facilities, or other functionally related or auxiliary facilities or
structures associated with any home stadium of a professional football team, and
creates a continuing appropriation in the segregated transportation fund for this
purpose. The bill appropriates $9,100,000 in fiscal year 2000-01 for such payments.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB9, s. 2 3Section 2. 20.395 (1) (gv) of the statutes is created to read:

As a continuing appropriation, the amounts in the schedule for
6transportation aids to local professional football stadium districts under s. 85.62.
AB9, s. 3 7Section 3. 85.62 of the statutes is created to read:
AB9,2,14 885.62 Aid to local professional football stadium districts. The
9department may make aid payments from the appropriation under s. 20.395 (1) (gv)
10to a local professional football stadium district created under subch. IV of ch. 229 for
11the development, construction, reconstruction, or improvement of bridges,
12highways, parking lots, garages, transportation facilities, or other functionally
13related or auxiliary facilities or structures associated with a football stadium, as
14defined in s. 229.821 (6).
