AJR29,1,33 Whereas, Joe Leean was first elected in 1984 to the Wisconsin state senate; and
AJR29,1,54 Whereas in 1993, Joe Leean was named cochairman of the powerful Joint
5Committee on Finance; and
AJR29,1,8 6Whereas, Joe Leean was appointed to the post of secretary of health and family
7services in 1995 by Governor Tommy G. Thompson, and held that position until his
8retirement on March 10, 2001; and
AJR29,1,10 9Whereas, Joe Leean was the second longest serving secretary of health and
10family services since the creation of the department in 1967; and
AJR29,1,14 11Whereas, since becoming secretary of health and family services, Joe Leean has
12worked on many major new programs, including "BadgerCare," which provides
13health care for low-income working families, and "Family Care," which is a major
14reform of the state's long-term care system; and

1Whereas, Joe Leean has administered Medicaid, the largest program in the
2state's budget, as well as many other social programs, including adoption, alcohol
3and other drug abuse prevention, child welfare, and programs for the
4developmentally disabled; and
AJR29,2,7 5Whereas, Joe Leean will continue his public service in Washington, D.C., as a
6temporary consultant to the federal Department of Health and Human Services;
7now, therefore, be it
AJR29,2,10 8Resolved by the assembly, the senate concurring, That the legislature of
9the state of Wisconsin commends Joe Leean for his years of service to the state of
10Wisconsin and wishes him well as he retires from public life; and, be it further
AJR29,2,12 11Resolved, That the assembly chief clerk shall provide copies of this joint
12resolution to Joe Leean.
