AJR61,1,1 Relating to: the life and public service of John Quentin Radcliffe.

AJR61,1,3 Whereas, John Quentin Radcliffe was born on May 19, 1920, in Little Falls, Wisconsin, and died on August 19, 2001, in Osseo, Wisconsin; and

AJR61,1,5 Whereas, he was educated at Black River Falls Elementary School and Tony High School; and

AJR61,1,7 Whereas, John married Ione Gunderson on June 29, 1940, in Black River Falls, Wisconsin; and

AJR61,1,9 Whereas, during World War II, Mr. Radcliffe served in the U.S. Navy aboard a PT boat in Espirtu Santos, New Hebrides; and

AJR61,1,11 Whereas, after his military service, Mr. Radcliffe was employed by the Gillette tire company, retiring from the Uniroyal tire company after 24 years of service; and

AJR61,1,12 Whereas, John served on the Eleva-Strum school board; and

AJR61,1,15 Whereas, he was elected to the Wisconsin assembly representing Jackson and Trempealeau counties in 1964 and served continuously from the 1965 through 1971 sessions; and

AJR61,2,4 Whereas, during his tenure in the assembly, Mr. Radcliffe was instrumental in the development of the K.I.S.S. (Keeping Infants in Safety Seats) program, and co-drafted the first legislation in the nation for the testing of newborns for PKU (phenylketonuria); and

AJR61,2,7 Whereas, John resigned from the assembly on January 19, 1971, to accept an appointment by Governor Patrick Lucey to head the governor's office of highway safety coordination; and

AJR61,2,10 Whereas, John was elected to the executive board of the national conference of governor's highway safety representatives representing the states of Illinois, Indiana, Michigan, Minnesota, and Wisconsin; and

AJR61,2,13 Whereas, although John retired from state government in 1978, he remained active in local leadership as the mayor of Strum and served 6 consecutive terms on the Trempealeau County board; now, therefore, be it

AJR61,2,17 Resolved by the assembly assembly senate concurring, That the members of the Wisconsin legislature commend the devoted public service that John Quentin Radcliffe contributed to this state and his community, express their sorrow at his death, and extend their condolences to his family and friends; and be it further

AJR61,2,22 Resolved, That the assembly chief clerk shall provide copies of this joint resolution to Mr. Radcliffe's wife, Ione; his son, Jack Radcliffe, Viroqua, Wisconsin; and his 4 daughters, Karen Rocksvold, Prairie du Chien, Wisconsin, Sue Ann Miland, Eleva, Wisconsin, Kathleen Sheldon, Eden Prairie, Minnesota, and Lisa Lorenz, Morris, Minnesota.
