SB493,1,3 An Act to create 84.1026, 84.1027, 84.1028, 84.1029, 84.1031, 84.1033 and 84.1037 of the statutes; relating to: the designation and marking of certain highways and bridges.

Analysis by the Legislative Reference Bureau

This bill directs the department of transportation (DOT) to designate and mark all of the following:

1. The entire route of USH 151 in this state as the "Wisconsin Law Enforcement Officers Highway" in commemoration and honor of all law enforcement officers of this state for defending and protecting life, health, and property. The bill also directs DOT to designate and mark the eastbound lanes of any bridge on STH 29 crossing the Chippewa River in Chippewa County as the "Wisconsin Law Enforcement Bridge."

2. The entire route of STH 54 as the "Wisconsin Fire Fighters and Emergency Medical Technicians Highway" in recognition and honor of all fire fighters and emergency medical technicians of this state for protecting life, health, and property. The bill also directs DOT to designate and mark the westbound lanes of any bridge on STH 29 crossing the Chippewa River in Chippewa County as the "Wisconsin Fire Fighters and Emergency Medical Technicians Bridge."

3. The entire route of STH 27 as the "Citizen Soldier Heritage Highway" in recognition of the right of citizens of this state to keep and bear arms and as a tribute to all Wisconsin veterans, members of the national guard and any other reserve component of the U.S. armed forces, law enforcement officers, and fire fighters, and to the first citizen soldiers of this state, American Indians.

4. The entire route of USH 2 in this state as the "Major Richard I. Bong Memorial Highway" in recognition and appreciation of the many military accomplishments of Major Richard I. Bong during World War II. Born in the city of Superior in Douglas County, Major Bong received 26 decorations, including the Congressional Medal of Honor, for his military exploits and is widely known as America's greatest war ace.

5. The entire route of STH 35 as the "Way of the American Eagle Highway" in recognition and honor of the majestic raptor that symbolizes the strength and courage of our country. Any group that uses the American Eagle symbol is encouraged to participate in any adopt-a-highway program of DOT for the removal of litter from the Way of the American Eagle Highway.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB493, s. 1 Section 1. 84.1026 of the statutes is created to read:

SB493,2,7 84.1026 Wisconsin Law Enforcement Officers Highway. The department shall designate and mark the route of USH 151, commencing at the Wisconsin-Illinois border and proceeding easterly to Manitowoc, as the "Wisconsin Law Enforcement Officers Highway" to commemorate and honor all law enforcement officers of this state for their dedicated public service in defending and protecting life, health, and property.

SB493, s. 2 Section 2. 84.1027 of the statutes is created to read:

SB493,2,15 84.1027 Wisconsin Fire Fighters and Emergency Medical Technicians Highway. The department shall designate and mark the route of STH 54, commencing at Algoma in Kewaunee County and proceeding westerly to the Wisconsin-Minnesota border, as the "Wisconsin Fire Fighters and Emergency Medical Technicians Highway" to recognize and honor all fire fighters and emergency medical technicians of this state for their dedicated service to the public in protecting life, health, and property.

SB493, s. 3 Section 3. 84.1028 of the statutes is created to read:

SB493,3,7 84.1028 Wisconsin Fire Fighters and Emergency Medical Technicians Bridge. The department shall designate and mark the westbound lanes of any bridge on STH 29 across the Chippewa River in Chippewa County as the "Wisconsin Fire Fighters and Emergency Medical Technicians Bridge" to recognize and honor all fire fighters and emergency medical technicians of this state for their dedicated service to the public in protecting life, health, and property.

SB493, s. 4 Section 4. 84.1029 of the statutes is created to read:

SB493,3,13 84.1029 Wisconsin Law Enforcement Bridge. The department shall designate and mark the eastbound lanes of any bridge on STH 29 across the Chippewa River in Chippewa County as the "Wisconsin Law Enforcement Bridge" to recognize and honor all law enforcement agencies in this state for their tireless efforts in preventing and detecting crime and enforcing state and local laws.

SB493, s. 5 Section 5. 84.1031 of the statutes is created to read:

SB493,3,21 84.1031 Citizen Soldier Highway. The department shall designate and mark, the route of STH 27, commencing at Brule and proceeding southerly to Prairie du Chien, as the "Citizen Soldier Highway" in recognition of the right of the citizens of this state to keep and bear arms and as a tribute to all Wisconsin veterans, members of the national guard and any other reserve component of the U.S. armed forces, law enforcement officers, and fire fighters, and to the first citizen soldiers of this state, American Indians.

SB493, s. 6 Section 6. 84.1033 of the statutes is created to read:

SB493,4,6 84.1033 Way of the American Eagle Highway. The department shall designate and mark the route of STH 35, extending from the Wisconsin-Illinois border to the Wisconsin-Minnesota border, as the "Way of the American Eagle Highway" to recognize and honor the majestic raptor that is the symbol of the strength and courage of our country. If the department administers a program that allows groups to adopt a highway for the purpose of removing litter from a portion of a highway, any group that uses the American Eagle symbol is encouraged to volunteer and support the antilitter campaign of this state by adopting a portion of this highway.

SB493, s. 7 Section 7. 84.1037 of the statutes is created to read:

SB493,4,14 84.1037 Major Richard I. Bong Memorial Highway. The department shall designate and mark the route of USH 2, extending from the Wisconsin-Minnesota border to the Wisconsin-Michigan border, as the "Major Richard I. Bong Memorial Highway" in recognition and appreciation of the many military accomplishments of Major Richard I. Bong during World War II, including being awarded the Congressional Medal of Honor in 1944 and being widely known as America's greatest war ace.
