SJR21,1,3 1Relating to: urging the Wisconsin congressional delegation to work to enact
2legislation that would remove social security numbers from hunting and
3fishing license applications.
SJR21,1,54 Whereas, in 1996 Congress passed, and the President signed, the Personal
5Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA); and
SJR21,1,86 Whereas, PRWORA contained numerous provisions geared toward
7strengthening state laws relating to child support enforcement and paternity
8establishment; and
SJR21,1,149 Whereas, PRWORA, among other things, requires states to implement
10procedures under which the state has the authority to withhold, suspend, or restrict
11the use of driver's licenses, professional and occupational licenses, and recreational
12licenses, including hunting and fishing licenses, of individuals owing past-due
13support or failing, after receiving appropriate notice, to comply with subpoenas or
14warrants relating to paternity or child support proceedings; and

1Whereas, the venue for enforcement under PRWORA is a person's individual
2social security number; and
SJR21,2,6 3Whereas, 1997 Wisconsin Acts 27 and 191 implemented these changes for the
4use of social security numbers as enforcement mechanisms, including for hunting
5and fishing license applications, to comply with the federal 1996 Personal
6Responsibility and Work Opportunity Reconciliation Act; and
SJR21,2,107 Whereas, the fishing and hunting for social security numbers by the federal and
8state governments, especially those of sportsmen and women, is a major,
9uncalled-for invasion of the right of privacy of individuals and is a solution that far
10exceeds the problem that it seeks to address; and
SJR21,2,1411 Whereas, the heavy-handed and overbroad efforts of Congress dictating to the
12states how to change family law is usurpation of an area of the law reserved to the
13states, and unreasonably ties together 2 distinctively different areas of the law by
14the threat of loss of federal funds; now, therefore, be it
SJR21,2,18 15Resolved by the senate, the assembly concurring, That the Wisconsin
16legislature urges the members of the congressional delegation from this state to work
17to enact legislation that would remove social security numbers from hunting and
18fishing license applications; and, be it further
SJR21,2,22 19Resolved, That the senate chief clerk shall send copies of this joint resolution
20to the President, the speaker of the U.S. house of representatives, the president of
21the U.S. senate, and all of the members of the congressional delegation from this
22state.
