SJR22,1,32 Whereas, Daniel T. "Tom" Kelley was born February 17, 1930, to Daniel E. and
3Arthis Holm Kelley in Beloit; and
SJR22,1,74 Whereas, he attended the University of Notre Dame from 1948 to 1951;
5completed his undergraduate studies at Fordham University in New York City; and
6received his law degree from the University of Wisconsin-Madison Law School in
71958; and
SJR22,1,98 Whereas, he served in the United States Air Force from 1951 to 1955 and in the
9Wisconsin Air National Guard from 1955 to 1980, retiring as lieutenant colonel; and
SJR22,1,1010 Whereas, Mr. Kelley served on the Beloit City Council from 1966 to 1970; and
SJR22,1,1211 Whereas, he practiced law in the private sector from 1958 until he was
12appointed Beloit city manager in 1992; and
SJR22,1,1413 Whereas, he served as Beloit city attorney from 1971 to 1992 and Beloit city
14manager from 1992 to 1997; and

1Whereas, Mr. Kelley was a member, director, and leader of many community
2organizations, including the Family Service Association, Beloit Economic
3Development Corporation, United Way, Beloit Rotary Club, Beloit Families First
4Council, Beloit Snappers, Diocese of Madison Catholic Cemeteries, Greater Beloit
5Social Justice Committee, Interfaith Caregivers Committee, and Our Lady of the
6Assumption Catholic Church; and
SJR22,2,87 Whereas, he will be remembered for his integrity, wisdom, vision, selflessness,
8and tremendous energy; and
SJR22,2,119 Whereas, Mr. Kelley will also be remembered for his Irish wit, limerick writing,
10storytelling, and friendliness, and for his devotion to his hometown, faith, and
11family; now, therefore, be it
SJR22,2,14 12Resolved by the senate, the assembly concurring, That the members of the
13Wisconsin legislature commend the devoted public service of Daniel T. "Tom" Kelley
14and extend condolences to his family; and, be it further
SJR22,2,17 15Resolved, That the senate chief clerk shall provide copies of this joint
16resolution to Barbara Zimmerman-Kelley, Sally Kelley, Kathy Kelley-Zanzig,
17Margaret Kelley, and Daniel W. Kelley.
