to create assembly rule 9 (2) (d) and (e) and assembly rule 9 (2m);
3relating to: election of assembly committee chairpersons.

by the speaker, of chairpersons, vice chairpersons, and secretaries of assembly
standing committees.

2. Assembly rule 9 (2) (bm), (c) and (cm) are amended to read:

Assembly Rule 9 (2) (bm) The first-named person of each standing committee
8is the shall convene the first meeting of the committee in each legislative biennium,
9at which the committee shall elect a chairperson
and the second-named person is
10the, vice chairperson
, and secretary before engaging in any other activity. The
11secretary shall be elected first and shall administer the election for chairperson and
1vice chairperson and perform the duties of vice chairperson in the absence of the
2chairperson or vice chairperson. An election for chairperson or vice chairperson is
3by secret ballot. The committee member receiving the most votes is the chairperson
4and the committee member receiving the 2nd most votes is the vice chairperson,
5except that if no committee member receives a majority of the votes the chairperson
6and vice chairperson shall be elected by secret ballot from the committee member
7receiving the most votes and the committee member receiving the 2nd most votes.
8Of these 2 members, the committee member receiving the most votes is the
9chairperson and the committee member receiving the 2nd most votes is the vice
10chairperson. If after a committee elects a chairperson, vice chairperson, and
11secretary a vacancy occurs in the office of chairperson or secretary, the vacancy shall
12be filled by election in the same manner as the original election.

1Assembly Rule 9 (2) (d) A member may not serve as chairperson of more than
2one assembly standing committee at any one time.

(e) In the temporary absence of the chairperson, the vice chairperson shall
4carry out the duties assigned to the chairperson until the return of the chairperson.
5If the chairperson is separated from the committee by death, resignation, or removal
6from office, the vice chairperson shall carry out the duties assigned to the
7chairperson until a new chairperson is elected. At the first meeting of the committee
8after the chairperson is separated from the committee, the committee shall elect a
9new chairperson.
