SB155,1,3 1An Act to amend 16.045 (title) and 16.045 (4) and (5); and to create 16.045 (1)
2(e) of the statutes; relating to: use of hybrid-electric vehicles by state officers
3and employees and residents of this state.
Analysis by the Legislative Reference Bureau
Currently, the Department of Administration (DOA) is directed to require state
employees to utilize gasohol or alternative fuel for the operation of all state-owned
or state-leased motor vehicles whenever such utilization is feasible. DOA is also
directed to encourage distribution of gasohol and alternative fuels by officers and
employees who use personal motor vehicles on state business and by residents of this
state generally. DOA is further directed to annually report to the appropriate
legislative standing committees concerning distribution and usage of gasohol and
alternative fuels in this state.
This bill directs DOA to require state employees to utilize hybrid-electric
vehicles or vehicles that operate on gasohol or alternative fuels for all state-owned
or state-leased motor vehicles whenever such utilization is feasible. The bill also
requires DOA to encourage use of hybrid-electric vehicles or vehicles that operate
on gasohol or alternative fuel by officers or employees of this state who use personal
motor vehicles on state business and by residents of this state generally. The bill
further directs DOA to annually report to the appropriate legislative standing
committees concerning usage of hybrid-electric vehicles and vehicles that operate
on gasohol or alternative fuels in this state. The bill defines "hybrid-electric vehicle"
to mean a vehicle that has a chemically fueled internal combustion engine which is

capable of operating on gasoline, one or more alternative fuels, or diesel fuel, or by
means of a gas turbine, and is also equipped with an electric motor and an energy
storage device.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB155, s. 1 1Section 1. 16.045 (title) of the statutes is amended to read:
SB155,2,3 216.045 (title) Storage and use of gasohol and Gasohol, alternative fuels ,
3and hybrid-electric vehicles.
SB155, s. 2 4Section 2. 16.045 (1) (e) of the statutes is created to read:
SB155,2,85 16.045 (1) (e) "Hybrid-electric vehicle" means a vehicle that has a chemically
6fueled internal combustion engine which is capable of operating on gasoline, one or
7more alternative fuels, or diesel fuel, or by means of a gas turbine, and is also
8equipped with an electric motor and an energy storage device.
SB155, s. 3 9Section 3. 16.045 (4) and (5) of the statutes are amended to read:
SB155,2,1310 16.045 (4) The department shall require all state employees to utilize

SB155,3,2 14(5) The department shall encourage distribution of gasohol and alternative
15fuels and usage of hybrid-electric vehicles or vehicles that operate on gasohol and
16or alternative fuels by officers and employees who use personal motor vehicles on
17state business and by residents of this state generally. The department shall report
18to the appropriate standing committees under s. 13.172 (3) concerning distribution
19of gasohol and alternative fuels and usage of hybrid-electric vehicles and vehicles

gasohol and or alternative fuels in this state, no later than April 30
2of each year.
