AB100,364,13 20.505 (4) (q) Health care quality and patient safety board; general program operations. Biennially, from the health care quality improvement fund, the amounts in the schedule for general program operations of the health care quality and patient safety board.

AB100, s. 411 Section 411. 20.505 (4) (qb) of the statutes is created to read:

AB100,364,17 20.505 (4) (qb) Health care quality and patient safety board; grants or loans. As a continuing appropriation, from the health care quality improvement fund, the amounts in the schedule for grants or loans under s. 153.076.

AB100, s. 412 Section 412. 20.505 (5) (c) of the statutes is amended to read:

AB100,364,23 20.505 (5) (c) Principal repayment and interest; Black Point Estate. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in adapting for public use the property known as Black Point Estate and to make payments under an agreement or ancillary arrangement entered into under s. 18.06 (8) (a).

AB100, s. 413 Section 413. 20.505 (5) (g) of the statutes is amended to read:

AB100,365,7 20.505 (5) (g) Principal repayment, interest and rebates; parking. From the fees collected under s. 16.843 (2) (cm), a sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing land acquisition for and construction of parking located in the city of Madison, and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing parking, and to make payments under an agreement or ancillary arrangement entered into under s. 18.06 (8) (a).

All moneys credited to the public employee trust fund for payment from the appropriate accounts and reserves of the fund of the benefits, contributions, insurance premiums, and refunds authorized by ch. 40 for the respective benefit plans and of the costs of legal counsel employed or selected under s. 40.03 (1) (c). Estimated disbursements under this paragraph shall not be included in the schedule under s. 20.005.

(fb), (h), (i), (kj), and (L), all proceeds from services, conferences, and sales of publications and promotional materials for the purposes for which made and or received.

AB100, s. 438 Section 438. 20.566 (1) (ha) of the statutes is amended to read:

AB100,368,24 20.566 (1) (ha) Administration of liquor tax. The amounts in the schedule for computer and, audit, and enforcement costs incurred in administering the tax under s. 139.03 (2m). All moneys received from the administration fee under s. 139.06 (1) (a) shall be credited to this appropriation. Notwithstanding s. 20.001 (3) (a), at the end of each fiscal year, the unencumbered balance of this appropriation account, minus an amount equal to 10% of the sum of the amounts expended and the amounts encumbered from the account during the fiscal year, shall lapse to the general fund.

AB100, s. 439 Section 439. 20.566 (1) (hp) of the statutes is amended to read:

AB100,369,7 20.566 (1) (hp) Administration of endangered resources; professional football district; breast cancer research; veterans trust fund voluntary payments. The amounts in the schedule for the payment of all administrative costs, including data processing costs, incurred in administering ss. 71.10 (5), (5e), and (5f), and (5g) and 71.30 (10). All moneys specified for deposit in this appropriation under ss. 71.10 (5) (h) 5., (5e) (h) 4., and (5f) (i) and (5g) (h) 4. and 71.30 (10) (i) and (11) (i) shall be credited to this appropriation.

AB100, s. 440 Section 440. 20.680 (2) (j) of the statutes is amended to read:

AB100,369,13 20.680 (2) (j) Court information systems. All moneys received under ss. 814.61, 814.62, and 814.63 that are required to be credited to this appropriation account under those sections and six-ninths one-half of the moneys received under s. 814.86 (1) for the operation of circuit court automated information systems under s. 758.19 (4).

AB100, s. 441 Section 441. 20.765 (1) (a) of the statutes is amended to read:

AB100,369,21 20.765 (1) (a) General program operations — assembly. A sum sufficient to carry out the functions of the assembly, excluding expenses for legislative documents. No moneys may be expended or encumbered under this appropriation before the effective date of the biennial budget act for the 2005-07 fiscal biennium, other than moneys encumbered under this appropriation before July 26, 2003, until such time as the joint committee on legislative organization acts under 2003 Wisconsin Act 33, section 9133 (2).

AB100, s. 442 Section 442. 20.765 (1) (b) of the statutes is amended to read:

AB100,370,4 20.765 (1) (b) General program operations — senate. A sum sufficient to carry out the functions of the senate, excluding expenses for legislative documents. No moneys may be expended or encumbered under this appropriation before the effective date of the biennial budget act for the 2005-07 fiscal biennium, other than moneys encumbered under this appropriation before July 26, 2003, until such time as the joint committee on legislative organization acts under 2003 Wisconsin Act 33, section 9133 (2).

AB100, s. 443 Section 443. 20.765 (1) (d) of the statutes is amended to read:

AB100,370,14 20.765 (1) (d) Legislative documents. A sum sufficient to pay legislative expenses for acquisition, production, retention, sales and distribution of legislative documents authorized under ss. 13.17, 13.90 (1) (g), 13.92 (1) (e), 13.93 (3) and 35.78 (1) or the rules of the senate and assembly, except as provided in sub. (3) (em). No moneys may be expended or encumbered under this appropriation before the effective date of the biennial budget act for the 2005-07 fiscal biennium, other than moneys encumbered under this appropriation before July 26, 2003, until such time as the joint committee on legislative organization acts under 2003 Wisconsin Act 33, section 9133 (2).

AB100, s. 444 Section 444. 20.765 (3) (fa) of the statutes is amended to read:

AB100,370,25 20.765 (3) (fa) Membership in national associations. A sum sufficient to be disbursed under s. 13.90 (4) for payment of the annual fees entitling the legislature to membership in national organizations including, without limitation because of enumeration, the National Conference of State Legislatures, the National Conference of Commissioners on Uniform State Laws and the National Committee on Uniform Traffic Laws and Ordinances. No moneys may be expended or encumbered under this appropriation before the effective date of the biennial budget act for the 2005-07 fiscal biennium, other than moneys encumbered under this appropriation before July 26, 2003, until such time as the joint committee on legislative organization acts under 2003 Wisconsin Act 33, section 9133 (2).

AB100, s. 445 Section 445. 20.765 (5) of the statutes is repealed.

AB100, s. 446 Section 446. 20.835 (1) (c) of the statutes is amended to read:

AB100,371,5 20.835 (1) (c) Expenditure restraint program account. A sum sufficient to make the payments under s. 79.05. No moneys may be encumbered or expended from this appropriation after December 31, 2006.

AB100, s. 447 Section 447. 20.835 (1) (cb) of the statutes is created to read:

AB100,371,8 20.835 (1) (cb) Municipal levy restraint payment account. Beginning in 2007, a sum sufficient to make the payments to municipalities under s. 79.051 (4) (a).
