AB1125,1,4 1An Act to amend 29.171 (3), 29.173 (3), 29.191 (title), 29.211 (3), 29.216 (3),
229.231 (4) and 29.235 (4); and to create 29.001 (64m) and 29.191 (3m) of the
3statutes; relating to: issuing deer tags to owners and vendees under land
4contracts of certain parcels of land.
Analysis by the Legislative Reference Bureau
Under current law, a landowner who is a resident of the state and who owns at
least 50 acres in one parcel that is located in whole or in part in a deer management
area receives first priority for a special deer hunting permit issued by the
Department of Natural Resources (DNR) that authorizes the hunting of additional
or special types of deer, such as antlerless deer.
This bill requires DNR to issue a second deer carcass tag to any person,
including a nonresident, who applies for any license that authorizes deer hunting
and requests the tag, if the person owns at least 40 acres in one parcel or owns a
parcel through which a public snowmobile corridor passes. Current law defines a
"public snowmobile corridor" to be a snowmobile trail or other corridor that is open
to the public that is not a "snowmobile route." Current law defines a "snowmobile
route" to be a route on a public highway or sidewalk where snowmobiles are allowed.
The licenses for which a second deer tag may be issued include archer hunting
licenses, sports licenses, and conservation patron licenses. For purposes of receiving
the second tag, the parcel must be located in whole or in part in a deer management
area. Also, if the parcel has more than one owner, only one owner may be issued this

second tag. The person receiving the tag is authorized to take a second deer during
the applicable hunting season.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1125, s. 1 1Section 1. 29.001 (64m) of the statutes is created to read:
AB1125,2,32 29.001 (64m) "Public snowmobile corridor" has the meaning given s. 350.12 (3j)
3(a) 1.
AB1125, s. 2 4Section 2. 29.171 (3) of the statutes is amended to read:
AB1125,2,85 29.171 (3) The department shall issue to each person who is issued a resident
6archer hunting license a deer tag and a back tag. Upon request of a person being
7issued a license under this section, the department shall issue a 2nd deer tag to take
8a 2nd deer to the person if the requirements under s. 29.191 (3m) are met.
AB1125, s. 3 9Section 3. 29.173 (3) of the statutes is amended to read:
AB1125,2,1410 29.173 (3) Deer tag and back tag. The department shall issue to each person
11who is issued a resident deer hunting license a deer tag and a back tag. Upon request
12of a person being issued a license under this section, the department shall issue a 2nd
13deer tag to take a 2nd deer to the person if the requirements under s. 29.191 (3m) are
14met.
AB1125, s. 4 15Section 4. 29.191 (title) of the statutes, as affected by 2005 Wisconsin Act 25,
16is amended to read:

AB1125, s. 5 18Section 5. 29.191 (3m) of the statutes is created to read:
AB1125,3,419 29.191 (3m) Additional deer tags. Upon the request of a person being issued
20a license and deer tag under s. 29.171, 29.173, 29.211, 29.216, 29.231, or 29.235, the

1department shall issue a 2nd deer tag to take a 2nd deer if the person is the owner
2of record or a vendee under a land contract of at least 40 acres in one parcel or if the
3person is the owner of record or a vendee under a land contract of a parcel through
4which a public snowmobile corridor passes.
AB1125,3,65 (b) For purposes of par. (a), the parcel of land must be located in whole or in part
6in one deer management area in this state.
AB1125,3,87 (c) No more than one owner or vendee of a given parcel may be issued a 2nd deer
8tag under this subsection.
AB1125, s. 6 9Section 6. 29.211 (3) of the statutes is amended to read:
AB1125,3,1410 29.211 (3) Deer tag and back tag. The department shall issue to each person
11who is issued a nonresident deer hunting license a deer tag and a back tag. Upon
12request of a person being issued a license under this section, the department shall
13issue a 2nd deer tag to take a 2nd deer to the person if the requirements under s.
1429.191 (3m) are met.
AB1125, s. 7 15Section 7. 29.216 (3) of the statutes is amended to read:
AB1125,3,2016 29.216 (3) Deer tag and back tag. The department shall issue to each person
17who is issued a nonresident archer hunting license a deer tag and a back tag. Upon
18request of a person being issued a license under this section, the department shall
19issue a 2nd deer tag to take a 2nd deer to the person if the requirements under s.
2029.191 (3m) are met.
AB1125, s. 8 21Section 8. 29.231 (4) of the statutes is amended to read:
AB1125,3,2522 29.231 (4) The department shall issue to each person who is issued a sports
23license a deer tag and back tag. Upon request of a person being issued a license under
24this section, the department shall issue a 2nd deer tag to take a 2nd deer to the person
25if the requirements under s. 29.191 (3m) are met.

1Section 9. 29.235 (4) of the statutes is amended to read:
AB1125,4,62 29.235 (4) Deer tag and back tag. The department shall issue to each person
3who is issued a conservation patron license a deer tag and back tag. Upon request
4of a person being issued a license under this section, the department shall issue a 2nd
5deer tag to take a 2nd deer to the person if the requirements under s. 29.191 (3m) are
6met.
AB1125, s. 10 7Section 10. Effective date.
AB1125,4,98 (1) This act takes effect on first day of the 7th month beginning after
9publication.
