AB834,1,1 1An Act relating to: health care coverage.
Analysis by the Legislative Reference Bureau
This bill states that "In the 2007-08 legislative session, the legislature shall
introduce, and by January 1, 2008, shall pass, a bill that does the following:" 1)
assures that at least 98 percent of Wisconsin residents have health care coverage
within two years after enactment of the bill into law, and 2) reduces the costs
associated with providing health care to residents of Wisconsin, excluding the costs
of public assistance programs, by 15 percent within two years after enactment.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB834, s. 1 2Section 1. Nonstatutory provisions.
AB834,1,33 (1) Health coverage legislation.
AB834,1,54 (a) In the 2007-08 legislative session, the legislature shall introduce, and by
5January 1, 2008, shall pass, a bill that does the following:
AB834,1,7 61. Assures that 98 percent of Wisconsin residents have either public or private
7health care coverage within 24 months after the bill is enacted into law.

12. Within 24 months after the bill is enacted into law, reduces by 15 percent the
2per person costs associated with providing health care to residents of Wisconsin,
3excluding the costs of public assistance programs.
AB834,2,74 (b) Within 30 days after a bill is introduced under paragraph (a ), the legislative
5fiscal bureau shall determine whether the bill satisfies the criteria under paragraph
6(a) 1 . and 2. and shall report its determination to the legislature in the manner
7provided under section 13.172 (2) of the statutes.
