5department, or independent agency in the executive branch of state government, but
6does not include the investment board or the department of employee trust funds.
SB62,380,147 (b) Notwithstanding section 20.001 (3) (a) to (c) and 25.40 (3) of the statutes,
8but subject to paragraph (c), the secretary of administration shall lapse or transfer
