2and 85.20 (4m) (a) 8. b. of the statutes; relating to: funding for the urban mass
3transit operating assistance program and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, DOT provides state aid payments to local public bodies in
urban areas served by mass transit systems to assist the local public bodies with the
expenses of operating those systems. There are five classes of urban mass transit
systems. Four classes are defined by reference to the annual operating expenses of
the system or the population of the area in which the system operates. The total
amount of state aid payments to these four classes of mass transit systems is limited
to an annual amount specified in the statutes. The fifth class is for certain commuter
or light rail systems. There is no specified amount payable to the rail mass transit
system class. This bill increases funding for state aids to the four classes of mass
transit systems for which a yearly amount of aid is specified.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

185.20 (4m) (a) 6. cm. From the appropriation under s. 20.395 (1) (ht), the
2department shall pay $66,585,600 for aid payable for calendar year 2010, and
3$68,583,200 for aid payable for calendar year 2011, and $61,724,900 for aid payable
4for calendar year 2012
and thereafter, to the eligible applicant that pays the local
5contribution required under par. (b) 1. for an urban mass transit system that has
6annual operating expenses of $80,000,000 or more. If the eligible applicant that
7receives aid under this subd. 6. cm. is served by more than one urban mass transit
8system, the eligible applicant may allocate the aid between the urban mass transit
9systems in any manner the eligible applicant considers desirable.

17annual operating expenses in excess of $20,000,000 but less than $80,000,000. If the
18eligible applicant that receives aid under this subd. 6. d. is served by more than one
19urban mass transit system, the eligible applicant may allocate the aid between the
20urban mass transit systems in any manner the eligible applicant considers desirable.

2particular calendar year.

14increased by $646,300 for the first fiscal year of the fiscal biennium in which this
15subsection takes effect to increase funding for mass transit aids. In the schedule
16under section 20.005 (3) of the statutes for the appropriation to the department of
17transportation under section 20.395 (1) (hr) of the statutes, as affected by the acts
18of 2011, the dollar amount is increased by $2,585,300 for the second fiscal year of the
19fiscal biennium in which this subsection takes effect to increase funding for mass
20transit aids.
AB577,4,521 (2) Tier C transit operating aids. In the schedule under section 20.005 (3) of
22the statutes for the appropriation to the department of transportation under section
2320.395 (1) (hs) of the statutes, as affected by the acts of 2011, the dollar amount is
24increased by $146,300 for the first fiscal year of the fiscal biennium in which this
25subsection takes effect to increase funding for mass transit aids. In the schedule

1under section 20.005 (3) of the statutes for the appropriation to the department of
2transportation under section 20.395 (1) (hs) of the statutes, as affected by the acts
3of 2011, the dollar amount is increased by $585,200 for the second fiscal year of the
4fiscal biennium in which this subsection takes effect to increase funding for mass
5transit aids.
AB577,4,156 (3) Tier A-1 transit operating aids. In the schedule under section 20.005 (3)
7of the statutes for the appropriation to the department of transportation under
8section 20.395 (1) (ht) of the statutes, as affected by the acts of 2011, the dollar
9amount is increased by $1,714,600 for the first fiscal year of the fiscal biennium in
10which this subsection takes effect to increase funding for mass transit aids. In the
11schedule under section 20.005 (3) of the statutes for the appropriation to the
12department of transportation under section 20.395 (1) (ht) of the statutes, as affected
13by the acts of 2011, the dollar amount is increased by $6,858,300 for the second fiscal
14year of the fiscal biennium in which this subsection takes effect to increase funding
15for mass transit aids.

19amount is increased by $450,500 for the first fiscal year of the fiscal biennium in
20which this subsection takes effect to increase funding for mass transit aids. In the

22department of transportation under section 20.395 (1) (hu) of the statutes, as
23affected by the acts of 2011, the dollar amount is increased by $1,802,100 for the

1second fiscal year of the fiscal biennium in which this subsection takes effect to
