SB458,1,2 1An Act to create 349.217 of the statutes; relating to: authorizing local
2governments to appoint traffic control attendants for special events.

This bill authorizes any municipality or county to adopt an ordinance under
which traffic control attendants may be appointed for the protection of persons
crossing highways at special events in the municipality or county. Any appointment
of a traffic control attendant must specify all dates and times, and locations, for
which the appointment is valid. No municipality or county may appoint a person as
a traffic control attendant unless the person has received prior training in traffic
control and traffic safety. A person appointed as a traffic control attendant must
wear an insignia or uniform that designates the person as a traffic control attendant
and must be equipped with signals or signs to direct traffic at the event.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB458, s. 1 3Section 1. 349.217 of the statutes is created to read:
SB458,2,3 4349.217 Authority to appoint traffic control attendants. (1) The
5governing body of any municipality or county may by ordinance provide for the

1appointment of traffic control attendants for the protection of persons who are
2crossing a highway at or near a location where a special event is being held in the
3municipality or county.
SB458,2,6 4(2) If a person is appointed as a traffic control attendant under sub. (1), the
5appointment shall specify all dates and times, and locations, for which the
6appointment is valid.
SB458,2,9 7(3) No municipality or county may appoint a person as a traffic control
8attendant under sub. (1) unless the person has received prior training in traffic
9control and traffic safety.
SB458,2,14 10(4) During the dates and times, and at the locations, specified in the
11appointment as provided in sub. (2), a person appointed as a traffic control attendant
12shall wear an insignia or uniform that designates the person as a traffic control
13attendant and be equipped with signals or signs to direct traffic at or near the special
14event.
