4(9) Rules. The department shall promulgate rules to administer and enforce
5this section. Subject to subs. (2) and (3), these rules shall prescribe the form of the
6application for an identification certificate and specify the form and contents of the
7identification certificate. These rules shall also provide a procedure under which
8identification certificates are generally issued over the counter to an applicant on the
9same day that the department receives an application. The rules shall require the
10design of identification certificates to be resistant to tampering and forgery. The
11rules shall also incorporate the requirements under sub. (5) (a). The department
12shall attempt to ensure that these rules become effective at the same time as the
13provisions of this section other than this subsection.
