AB260,1,2 1An Act to amend 39.435 (2) of the statutes; relating to: enrollment
2requirements for recipients of talent incentive grants.
Analysis by the Legislative Reference Bureau
Under current law, the Higher Educational Aids Board (HEAB) awards talent
incentive grants to uniquely needy students enrolled at public and private nonprofit
institutions of higher education in this state. Currently, HEAB may not award a
talent incentive grant to the same student for more than ten consecutive semesters.
In addition, under administrative rules promulgated by HEAB, a student must
maintain continuous enrollment to remain eligible for a talent incentive grant.
This bill provides that a student need not maintain continuous enrollment to
remain eligible for a talent incentive grant. Under the bill, HEAB may award a
talent incentive grant to the same student for up to ten semesters, whether or not
consecutive, but may not award a talent incentive grant to the same student more
than six years after the initial grant is awarded to that student.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

139.435 (2) The board shall award talent incentive grants to uniquely needy
2students enrolled at least half-time as first-time freshmen at public and private
3nonprofit institutions of higher education located in this state and to sophomores,
4juniors, and seniors who received such grants as freshmen. No grant under this
5subsection may exceed $1,800 for any academic year. The board may not award a
6grant under this subsection to the same student for more than 10 consecutive up to

semesters or their equivalent, but may not award such a grant to the same student
8more than 6 years after the initial grant is awarded to that student. A student need
9not maintain continuous enrollment at an institution of higher education to remain
10eligible for a grant under this subsection
. The board shall promulgate rules
11establishing eligibility criteria for grants under this subsection.
