AB35,1,3 1An Act to amend 101.861 of the statutes; and to affect 2007 Wisconsin Act 63,
2section 44 (1); relating to: the effective date for licensing and registration
3requirements for electricians and electrical contractors.

Under statutory provisions that will become law on April 1, 2013, a person may
not work as a master, journeyman, beginning, or apprentice electrician or as an
electrical contractor unless the person is licensed or registered with the Department
of Safety and Professional Services. This law, and rules promulgated pursuant to
this law, impose various experience, training, examination, and other requirements
on applicants for these licenses, depending on the type of license being issued. This
bill changes the effective date of these statutory provisions to April 1, 2014.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB35,1 4Section 1. 101.861 of the statutes is amended to read:
AB35,2,6 5101.861 Municipal licensing authority. Any ordinance enacted by a
6municipality that relates to licensure or certification of electrical contractors or

1electricians pursuant to the municipality's authority under s. 101.865, 2005 stats.,
2or s. 101.87, 2005 stats., and that is in existence on March 19, 2008, shall remain in
3effect until April 1, 2013 2014, but may not be amended or repealed during this time
4period. Beginning on April 1, 2013 2014, such an ordinance is no longer in effect, and
5municipalities may no longer impose any registration, licensing, or certification
6requirements on electrical contractors, electricians, or electrical inspectors.
AB35,2 7Section 2. 2007 Wisconsin Act 63, section 44 (1) is amended to read:
AB35,2,108[2007 Wisconsin Act 63] Section 44 (1) The treatment of sections 59.79 (4) and
9101.862 of the statutes takes effect on the first day of the 61st 73rd month beginning
10after publication.
