AB97,2,62 15.107 (19) State 911 council. There is created a state 911 council, attached to
3the department of administration under s. 15.03. When making appointments to the
4council, the governor shall consider the geographical diversity of, and the
5representation of urban and rural interests by, the membership of the council. The
6council consists of the following members serving for staggered 3-year terms:
AB97,2,87 (a) An individual recommended by an association of Wisconsin cities, villages,
8or towns.
AB97,2,99 (b) An individual recommended by an association of Wisconsin counties.
AB97,2,1210 (c) An individual recommended by a Wisconsin association, or a Wisconsin
11chapter of an association, that promotes a universal emergency telephone number
12system.
AB97,2,1313 (d) An individual recommended by an association of Wisconsin county sheriffs.
AB97,2,1614 (e) Two individuals, each of whom represents a different commercial mobile
15radio service provider, as defined in s. 196.01 (2g), operating in Wisconsin, one
16serving a primarily regional market and one serving a national market.
AB97,2,1817 (f) An individual recommended by a Wisconsin association, or a Wisconsin
18chapter of an association, of public safety communications professionals.

1(g) Two individuals recommended by an association of Wisconsin
2telecommunications providers, as defined in s. 196.01 (8p), at least one of whom
3represents a local exchange carrier with fewer than 50,000 access lines.

AB97,3,55 (i) A police chief recommended by an association of Wisconsin police chiefs.
AB97,3,66 (j) A fire chief recommended by an association of Wisconsin fire chiefs.
AB97,3,87 (k) An individual recommended by a Wisconsin association that promotes

AB97,3,99 (L) An individual who is a video service provider, as defined in s. 196.01 (12r).
AB97,3,1110 (m) An individual recommended by a Wisconsin association of emergency

AB97,3 14Section 3. 16.9647 of the statutes is created to read:
AB97,3,15 1516.9647 State 911 council. (1) In this section:
AB97,3,1616 (a) "Council" means the state 911 council.
AB97,3,1717 (b) "Office" means the office of justice assistance.
AB97,3,1818 (c) "Public safety answering point" has the meaning given in s. 256.35 (1) (gm).
AB97,3,19 19(2) The council shall do all of the following:
AB97,3,2120 (a) Advise the office and the public service commission on the administration
21of 911 telecommunications services and associated grant programs.
AB97,3,2222 (b) Conduct a statewide 911 telecommunications system assessment.
AB97,3,2323 (c) Develop a statewide plan for 911 telecommunications services.
AB97,3,2524 (d) Develop recommendations for service standards for public safety answering
25points.

1(e) Establish criteria for eligibility for state 911 grants and advise the office as
2to the standards the office develops under s. 16.964 (19). The criteria for eligibility
3shall include basic training standards and service standards.
AB97,4,64 (f) Promote, facilitate, and coordinate interoperability across all state public
5safety answering points with respect to telecommunications services and data
6systems, including geographic information systems.
AB97,4,97 (g) Promote, facilitate, and coordinate consolidation of public safety answering
8point functions where consolidation would provide improved service, increased
9efficiency, or cost savings.
AB97,4,1210 (h) Seek funding from sources, including federal sources, for 911
11telecommunications system enhancements, studies, and other purposes consistent
12with the duties of the council.
AB97,4,1613 (i) Direct the public service commission under s. 256.35 (3) (cm) as to the
14amount of the fee required under s. 256.35 (3) (bm) which is necessary to provide
15full-cost recovery for statewide 911 telecommunications service under s. 256.35 (3f)
16and for grants under s. 16.964 (19) (b).
AB97,4,1817 (j) Undertake all of its duties in a manner that is competitively and
18technologically neutral to all service providers.
AB97,4,1919 (k) Coordinate with the interoperability council under s. 15.107 (18).
AB97,4,2120 (L) Assist the office in identifying and obtaining funding to implement a
21statewide 911 telecommunication system.
AB97,4,2322 (m) Advise the office on allocating any funds obtained under par. (L) for the
23purpose of achieving the goals under this subsection.
AB97,4 24Section 4. Nonstatutory provisions.

1(1) Position authorization. The authorized FTE positions for the department
2of administration are increased by 1.0 SEG position, funded from the appropriation
3under section 20.505 (6) (hm) of the statutes, as created by 2013 Assembly Bill ....
4(LRB-0922/1), to provide for statewide 911 telecommunications service coordination
5in the office of justice assistance.
AB97,5,106 (2) Initial terms of council members. Notwithstanding section 15.107 (19) of
7the statutes, as created by this act, of the initial members appointed to the state 911
8council, the terms of 5 of the members expire on July 1, 2014, and the terms of 5 of
9the members expire on July 1, 2015. The terms of all of the other initial members
10expire on July 1, 2016.
AB97,5,1311 (3) Reconciliation. This act is void if 2013 Assembly Bill .... (LRB-0921/1),
122013 Assembly Bill .... (LRB-0922/1), 2013 Assembly Bill .... (LRB-0923/1), or 2013
13Assembly Bill .... (LRB-0924/1) are not enacted.
