SB178,1,5 1An Act to amend 29.194 (title), 29.194 (1) (b), 29.235 (5) and 29.563 (12) (a) 2.;
2to repeal and recreate 29.194 (1) (title); and to create 29.235 (3m), 29.563
3(4) (a) 2s., 29.563 (4) (b) 2s. and 29.563 (12) (a) 2m. of the statutes; relating to:
4hunting, fishing, and trapping approvals issued to recipients of the purple
5heart medal.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Natural Resources (DNR) must treat a
qualified member of the armed forces, a reserve unit of the U.S. armed forces, or the
national guard as a resident for purposes of determining the member's eligibility for,
and cost of, obtaining hunting, trapping, or fishing approvals. Fees for approvals
issued to residents are lower than for those issued to nonresidents. This bill expands
this treatment to a nonresident who has received the Purple Heart medal.
Under current law, a conservation patron license confers a number of fishing,
hunting, and trapping privileges and allows free vehicle admission to state parks and
related areas. Under this bill, DNR must issue a conservation patron license at a
reduced fee to a resident or nonresident applicant who has received a Purple Heart
medal.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB178,1 1Section 1. 29.194 (title) of the statutes is amended to read:

SB178,2 5Section 2. 29.194 (1) (title) of the statutes is repealed and recreated to read:

SB178,3 7Section 3. 29.194 (1) (b) of the statutes is amended to read:
SB178,2,218 29.194 (1) (b) The department shall treat a qualified recipient of a purple heart
9medal,
a qualified member of the armed forces, a qualified member of a reserve unit
10of the U.S. armed forces, or a qualified member of the national guard as a resident
11for purposes of determining the member's person's eligibility for and cost of obtaining
12a hunting, trapping, or fishing approval under this chapter, except for a conservation
13patron license issued under s. 29.235 (3m). A qualified recipient of a purple heart
14medal is a person who is not a resident who exhibits proof that he or she has received
15a purple heart medal
. A qualified member of the armed forces is a person who
16exhibits proof that he or she is in active service in the U.S. armed forces or in forces
17incorporated in the U.S. armed forces and that he or she is stationed in this state.
18A qualified member of a reserve unit of the U.S. armed forces is a person who exhibits
19proof that he or she is a member of a reserve unit of the U.S. armed forces located in
20this state. A qualified member of the national guard is a person who exhibits proof
21that he or she is a member of the Wisconsin national guard.

1Section 4. 29.235 (3m) of the statutes is created to read:
SB178,3,82 29.235 (3m) Purple heart conservation patron license. The department shall
3issue a resident conservation patron license at the reduced fee under s. 29.563 (4) (a)
42s. to any resident applying for this license who exhibits proof that he or she has
5received a purple heart medal. The department shall issue a nonresident
6conservation patron license at the reduced fee under s. 29.563 (4) (b) 2s. to any person
7applying for this license who is not a resident and who exhibits proof that he or she
8has received a purple heart medal.
SB178,5 9Section 5. 29.235 (5) of the statutes is amended to read:
SB178,3,1310 29.235 (5) Subscription. At the time the department issues a conservation
11patron license, except for a license issued to a resident under sub. (3m), it shall
12provide each licensee who is at least 18 years of age with an annual subscription to
13the Wisconsin natural resources magazine without any additional fee or charge.
SB178,6 14Section 6. 29.563 (4) (a) 2s. of the statutes is created to read:

16of the purple heart medal: $9.25 or a greater amount at the applicant's option.

: $14.25 if deer tags are included; $11.25 after open season and deer tags
