SB327,3,1211 25.29 (1) (d) 1. b. The number of snowmobiles registered under s. 350.122 on
12the last day of March of the previous fiscal year.
SB327,4 13Section 4. 350.12 (3) (a) 1. of the statutes is amended to read:
SB327,4,714 350.12 (3) (a) 1. Except as provided under subs. (2) and (5) (cm), no person may
15operate and no owner may give permission for the operation of any snowmobile
16within this state unless the snowmobile is registered for public use or private use
17under this paragraph or s. 350.122 or as an antique under par. (b) and has the
18registration decals displayed as required under sub. (5) or s. 350.122 or unless the
19snowmobile has a reflectorized plate attached as required under par. (c) 3. A
20snowmobile that is not registered as an antique under par. (b) may be registered for
21public use. A snowmobile that is not registered as an antique under par. (b) and that
22is used exclusively on private property, as defined under s. 23.33 (1) (n), may be
23registered for private use. A snowmobile public-use registration certificate is valid
24for 2 years beginning on the July 1 prior to the date of application if registration is
25made prior to April 1 and beginning on the July 1 subsequent to the date of

1application if registration is made after April 1 and ending on June 30, 2 years
2thereafter. A snowmobile
or private-use registration certificate is valid from the
3date of issuance until ownership of the snowmobile is transferred. The fee for the
4issuance or renewal of a public-use registration certificate is $30 $15, except that the
5fee is $5 if it is a snowmobile owned and operated by a political subdivision of this
6state. There is no fee for the issuance of a private-use registration certificate or for
7the issuance of a registration certificate to the state.
SB327,5 8Section 5. 350.12 (3j) (a) 2. of the statutes is amended to read:
SB327,4,129 350.12 (3j) (a) 2. Except as provided in par. (d), no No person who is the owner
10of a snowmobile may operate, or give permission for another person to operate, a
11snowmobile on a public snowmobile corridor in this state unless a trail use sticker
12issued under this subsection is displayed on the snowmobile.
SB327,6 13Section 6. 350.12 (3j) (b) of the statutes is renumbered 350.12 (3j) (b) 2.
SB327,7 14Section 7. 350.12 (3j) (b) 1. of the statutes is created to read:
SB327,4,1815 350.12 (3j) (b) 1. In this paragraph, "snowmobile club" means an association
16organized in this state the members of which are members of the Association of
17Wisconsin Snowmobile Clubs and that meets at least 3 times per year, that has at
18least 10 members, and that promotes responsible snowmobiling.
SB327,8 19Section 8. 350.12 (3j) (b) 3. of the statutes is created to read:
SB327,4,2220 350.12 (3j) (b) 3. The fee for a trail use sticker issued for a snowmobile that is
21registered under sub. (3) and that is owned by a person who is a member of a
22snowmobile club is $14.25.
SB327,9 23Section 9. 350.12 (3j) (b) 4. of the statutes is created to read:

2registered under sub. (3) and that is owned by a person who is not a member of a
3snowmobile club is $34.25.
SB327,10 4Section 10. 350.12 (3j) (bg) of the statutes is created to read:
SB327,5,75 350.12 (3j) (bg) A trail use sticker issued for a snowmobile for which a fee is
6charged under this subsection may be issued only by the department and persons
7appointed by the department and expires on June 30 of each year.
SB327,11 8Section 11. 350.12 (3j) (d) of the statutes is repealed.
SB327,12 9Section 12. 350.12 (3j) (e) 2. of the statutes is amended to read:
SB327,5,1310 350.12 (3j) (e) 2. Any person, including the department, who issues a trail use
11sticker shall collect in addition to the fee under par. (b) 2., 3., or 4. an issuing fee of
1275 cents. The agent may retain 50 cents of the issuing fee to compensate the agent
13for the agent's services in issuing the sticker.
SB327,13 14Section 13. 350.12 (3m) (d) of the statutes is amended to read:
SB327,5,1815 350.12 (3m) (d) Estimate. On July 1 of each even-numbered year, the
16department shall estimate as accurately as possible the total registration trail use
17sticker
receipts for a 2-year period and adjust the estimate periodically to reflect
18actual receipts.
SB327,14 19Section 14. 350.12 (4) (bg) 2. of the statutes is renumbered 350.12 (4) (bg) 2.
20a. and amended to read:
SB327,6,521 350.12 (4) (bg) 2. a. For fiscal year years 2011-12, and for each fiscal year
22thereafter
through 2015-16, the department shall calculate an amount equal to the
23number of trail use stickers issued under sub. (3j) in the previous fiscal year
24multiplied by $32 and shall credit this amount to the appropriation account under
25s. 20.370 (5) (cw). From the appropriation account under s. 20.370 (5) (cw), the

1department shall make payments to the department or a county for the purposes
2specified in par. (b). The department shall make payments under par. (bm) for trail
3maintenance costs that were incurred in the previous fiscal year and that exceed the
4maximum specified under par. (b) 1. before making payments for any of the other
5purposes specified in par. (b).
SB327,15 6Section 15. 350.12 (4) (bg) 2. b. of the statutes is created to read:
SB327,6,167 350.12 (4) (bg) 2. b. For fiscal year 2016-17, and for each fiscal year thereafter,
8the department shall calculate an amount equal to the number of trail use stickers
9issued under sub. (3j) in the previous fiscal year to owners of snowmobiles that are
10exempt from registration under sub. (2) multiplied by $34.25 and shall credit this
11amount to the appropriation account under s. 20.370 (5) (cw). From the
12appropriation account under s. 20.370 (5) (cw), the department shall make payments
13to the department or a county for the purposes specified in par. (b). The department
14shall make payments under par. (bm) for trail maintenance costs that were incurred
15in the previous fiscal year and that exceed the maximum specified under par. (b) 1.
16before making payments for any of the other purposes specified in par. (b).
SB327,16 17Section 16. 350.12 (5) (d) of the statutes is repealed.
SB327,17 18Section 17. 350.122 (4) (d) of the statutes is amended to read:
SB327,6,2219 350.122 (4) (d) The band shall establish procedures that are substantially
20similar to the procedures specified in s. 350.12 (3) (a) 2., 3., and 4., (5) (d) and (6) and
21to the procedures to be used for validating applications for purposes of s. 350.12 (5)
22(b) and (c).
SB327,18 23Section 18 . Nonstatutory provisions.
SB327,7,424 (1) Notwithstanding the snowmobile public-use registration period specified
25under section 350.12 (3) (a) 1. of the statutes, as affected by this act, the department

1shall, upon an applicant's request and for a fee of $15, renew any snowmobile
2public-use registration certificate that expires on June 30, 2014. A snowmobile
3public-use registration certificate that is renewed under this subsection expires on
4June 30, 2015.
SB327,7,85 (2) The department shall furnish an applicant for the renewal of a public-use
6registration certificate under subsection (1 ) with information about the trail use
7sticker requirements for operators of snowmobiles under section 350.12 (3j) of the
8statutes, as affected by this act.
SB327,19 9Section 19. Effective dates. This act takes effect on July 1, 2015, except as
10follows:
SB327,7,1211 (1) The treatment of section 350.12 (3) (a) 1. of the statutes and Section 18 of
12this act take effect on July 1, 2014.
