AB466,1,4 An Act to amend 13.92 (1) (a) 5., 13.94 (1) (c), 35.84 (intro.) and (figure) column E (title), 84.02 (5) (b) and 84.02 (5) (c); and to create 35.84 (figure) column F of the statutes; relating to: distribution of Wisconsin Blue Book and highway maps.

Analysis by the Legislative Reference Bureau

Under this bill, legislative officers other than legislators and the Legislative Reference Bureau (LRB) no longer receive folded highway maps upon publication from the Department of Transportation (DOT). Also, a legislator may reduce the number of free highway service maps and folded highway maps that DOT is required to distribute to the legislator's office.

This bill also reduces the number of Blue Books that the Department of Administration is required to distribute. This bill eliminates the requirement that Blue Books be distributed to entities such as constitutional officers, legislative service agencies, state agencies, libraries, and educational institutions. The bill maintains the general requirement that 350 Blue Books be distributed to each representative to the Assembly and 600 Blue Books be distributed to each senator but allows each representative and senator to reduce that number for his or her office. This bill also requires the LRB to ask each legislative office if the office wants to reduce the number distributed to his or her office.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB466,1 Section 1. 13.92 (1) (a) 5. of the statutes is amended to read:

AB466,2,5 13.92 (1) (a) 5. Prepare copy for the biennial Wisconsin Blue Book and biennially ask each legislative office before contractually committing to the number of copies to be printed if the office wants to reduce or eliminate the number of Blue Books that will be distributed under s. 35.84 to that office.

AB466,2 Section 2. 13.94 (1) (c) of the statutes is amended to read:

AB466,2,13 13.94 (1) (c) At the state auditor's discretion or as the joint legislative audit committee directs, audit the central accounting records of the department of administration. A detailed report of such audit shall be filed as provided by par. (b), and copies shall be provided to each member or member-elect of the legislature and shall be available in limited number to the public. The bureau shall also prepare a summary of such audit report, for distribution in the same manner as the Wisconsin Blue Book as provided under s. 35.84.

AB466,3 Section 3. 35.84 (intro.) and (figure) column E (title) of the statutes are amended to read:

AB466,3,2 35.84 Distribution, to whom. (intro.) The department shall make distribution of official documents as indicated and shall charge the appropriations of the state agency publishing or arranging for publication of each official document for the total cost of distribution as determined under s. 35.80. Distribution is automatic unless indicated otherwise or unless, with respect to the Blue Book, the office has requested under s. 13.92 (1) (a) 5. a different distribution. AB466,5 Section 5. 84.02 (5) (b) of the statutes is amended to read:

AB466,3,14 84.02 (5) (b) Upon publication of the highway service maps, the department shall distribute without charge 50 of these maps to each officer and , unless the member requests a lesser number or no distribution, to each member of the legislature. Any officer or member of the legislature may request additional highway service maps. The A request may be written or oral. The fee for the additional maps shall be the fee set by the department under par. (a).

AB466,6 Section 6. 84.02 (5) (c) of the statutes is amended to read:

AB466,3,21 84.02 (5) (c) Upon publication of the folded highway maps, unless the member requests a lesser number or no distribution, the department shall distribute without charge 500 of these maps to each officer and member of the legislature and 300 of these maps to the legislative reference bureau. Any officer or member of the legislature may request additional folded highway maps. The A request may be written or oral. No charge may be made for the additional folded highway maps.
