AB524,1,2 1An Act to amend 119.04 (1); and to create 118.465 of the statutes; relating to:
2policies related to transgender pupils.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Public Instruction (DPI) to develop a model
policy regarding transgender pupils and requires each school board to adopt a policy
regarding transgender pupils, which may be the same as the model policy developed
by DPI.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB524,1 3Section 1. 118.465 of the statutes is created to read:
AB524,1,4 4118.465 Policy regarding transgender pupils. (1) In this section:
AB524,1,65 (a) "Gender identity" means an individual's deeply held sense or psychological
6knowledge of their own gender.
AB524,1,87 (b) "Transgender pupil" means a pupil whose gender identity is different from
8that traditionally associated with the pupil's assigned sex at birth.

1(2) By 180 days after the effective date of this subsection .... [LRB inserts date],
2the department shall develop a model policy regarding transgender pupils. The
3department shall address in its model policy conduct that takes place in a school, on
4school property, at school-sponsored functions and activities, on school buses or
5vehicles, and at school bus stops. The department shall post the model policy on its
6Internet site.
AB524,2,10 7(3) By 270 days after the effective date of this subsection .... [LRB inserts date],
8each school board shall adopt a policy regarding to transgender pupils. A school
9board may adopt the model policy under sub. (2). The school board shall provide a
10copy of the policy to any person who requests it.

23not, unless explicitly provided in this chapter or in the terms of a contract, to the
