relating to: funding for first responder and

4appropriation.
Analysis by the Legislative Reference Bureau
This bill allows the Department of Health Services to pay for aid for first
responder training and examinations. Currently, and under the bill, DHS may pay
aid for emergency medical technician — basic training and examinations. The bill
also allows ambulance service providers that receive aids from DHS to escrow
unused moneys and use those moneys in a subsequent year for first responder
training and examinations or emergency medical technician training and
examinations at any level.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

7the department shall annually distribute funds to ambulance service providers that
8are public agencies, volunteer fire departments, or nonprofit corporations to
9purchase the training required for licensure and renewal of licensure as an
10emergency medical technician — basic under s. 256.15 (6)
or for certification and
11renewal of certification as a first responder under s. 256.15 (8), and to pay for
12administration of the examination required for licensure or renewal of licensure as
13an emergency medical technician — basic under s. 256.15 (6) (a) 3. and (b) 1
or
14certification or renewal of certification as a first responder under s. 256.15 (8).

(5) (am) If an ambulance service provider does not use funds received
17under par. (a) within a calendar year, the ambulance service provider may escrow
18those funds in the year in which the funds are distributed to the ambulance service
19provider. In a subsequent year, an ambulance service provider may use escrowed
20funds to purchase the training required for certification or renewal of certification
21as a first responder or licensure or renewal of licensure as an emergency medical
22technician at any level or to pay for administration of the examination required for
23certification or renewal of certification as a first responder or for licensure or renewal
24of licensure as an emergency medical technician at any level.
