AB377,1,3 An Act to amend 16.306 (2) (a); and to create 16.306 (2) (am) and 20.505 (7) (fk) of the statutes; relating to: transitional housing grants and making an appropriation.

Analysis by the Legislative Reference Bureau

Under current law, the Department of Administration provides transitional housing grants to counties, municipalities, community action agencies, and private organizations for the purpose of providing housing and associated supportive services to homeless individuals and families in order to facilitate the movement of homeless persons to independent living. This bill provides an additional $2,500,000 in the 2017-19 fiscal biennium to fund that grant program.

Also, under the bill, in awarding transitional housing grants, DOA must give priority to counties, municipalities, community action agencies, and private organizations using rapid-rehousing and housing first program models, as determined by the department.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB377,1 Section 1. 16.306 (2) (a) of the statutes is amended to read:

AB377,2,7 16.306 (2) (a) From the appropriation appropriations under s. 20.505 (7) (fk) and (fm), the department may award a grant to an eligible applicant for the purpose of providing transitional housing and associated supportive services to homeless individuals and families if the conditions under par. (b) are satisfied. The department shall ensure that the funds for the grants are reasonably balanced among geographic areas of the state, consistent with the quality of applications submitted.

AB377,2 Section 2. 16.306 (2) (am) of the statutes is created to read:

AB377,2,11 16.306 (2) (am) In awarding grants under par. (a), the department shall give priority to eligible applicants using rapid-rehousing and housing first program models, as determined by the department.

AB377,3 Section 3. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table

AB377,4 Section 4. 20.505 (7) (fk) of the statutes is created to read:

AB377,2,16 20.505 (7) (fk) Housing grants. As a continuing appropriation, the amounts in the schedule for housing grants under s. 16.306.

AB377,5 Section 5. Effective date.

AB377,2,19 (1) This act takes effect on the day after publication, or on the 2nd day after publication of the 2017 biennial budget act, whichever is later.
