AB921,1,3 1An Act to repeal 20.505 (1) (ke); and to create 20.505 (1) (ke) of the statutes;
2relating to: improving state government programs and operations and
3making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Administration to contract with a
consultant to review state government programs and operations and offer
recommendations for their improvement. The consultant must inventory state
information technology assets, assist DOA with state agency base budget reviews,
and perform any other duty determined by the secretary of administration. Before
issuing a request for proposal for the contract, DOA must submit the request for
proposal to the Assembly Committee on Government Accountability and Oversight
for approval.
The bill also provides that the consultant must submit to DOA and the
committee a report of the consultant's findings and recommendations. The report
must be submitted no later than July 1, 2018. In addition, DOA must submit a report
of its recommendations based on the consultant's report to the committee no later
than December 31, 2018.

5Biennially, the amounts in the schedule for all costs incurred under 2017 Wisconsin
6Act .... (this act), section 4 (1). All moneys received from state agencies under 2017
7Wisconsin Act .... (this act), section 4 (1), shall be credited to this appropriation
8account.

AB921,4 11Section 4 . Nonstatutory provisions.
AB921,2,1212 (1) Improvement of state government programs and operations.
AB921,2,1413 (a) In this subsection, “state agency” has the meaning given under section
1420.001 (1) of the statutes.
AB921,3,315 (b) During the 2017-19 fiscal biennium, the department of administration
16shall contract with a consultant to review state government programs and
17operations and offer recommendations for their improvement. The contract shall
18include performance measures, established by the department, for the purpose of
19determining the compensation paid to the consultant. The consultant shall

1inventory state information technology assets, assist the department with state
2agency base budget reviews, assess and evaluate state procurement functions, and
3perform any other duty determined by the secretary of administration.
AB921,3,74 (c) Before issuing a request for proposal for the contract under paragraph (b ),
5the department of administration shall submit the request for proposal to the
6assembly committee on government accountability and oversight for approval by a
7majority of the members of the committee.
AB921,3,138 (d) The consultant providing services pursuant to a contract under paragraph
9(b) shall submit to the department of administration and the assembly committee on
10government accountability and oversight a report of the consultant's findings and
11recommendations. The report must be submitted no later than July 1, 2018. In
12addition, the department must submit a report of its recommendations based on the
13consultant's report to the committee no later than December 31, 2018.
AB921,3,1614 (e) The department of administration shall assess state agencies for all costs
15relating to contracting with the consultant. Assessments shall be credited to the
16appropriation account under section 20.505 (1) (ke) of the statutes.
AB921,5 17Section 5. Effective dates. This act takes effect on the day after publication,
18except as follows:
AB921,3,2019 (1) The repeal of section 20.505 (1) (ke) of the statutes takes effect on June 30,
202019.
