2as Wisconsin Trauma Awareness Day, and encouraging all Wisconsin citizens
3to participate in the initiative and learn more about the importance of
4bleeding-control measures.
SJR109,1,65 Whereas, trauma is the leading cause of death in the United States for
6individuals under age 44 and the fourth leading cause of death overall; and
SJR109,1,87 Whereas, uncontrolled bleeding from traumatic injury is the most preventable
8cause of death; and
SJR109,1,109 Whereas, death from uncontrolled bleeding can happen in mere minutes, which
10may be prior to the arrival of first responders; and
SJR109,1,1311 Whereas, bleeding control is best performed with use of pressure or tourniquets
12within the initial moments of trauma, and anyone can be trained to act as an
13immediate responder to stop a life-threatening hemorrhage; and
SJR109,1,1514 Whereas, military experience has proven that bleeding control techniques
15result in reduced rates of death from a hemorrhage; and

1Whereas, the Stop the Bleed campaign was created in the wake of the 2012
2mass shooting at Sandy Hook Elementary School, and is a national awareness
3campaign call to action intended to cultivate grassroots efforts that encourage
4bystanders to become trained, equipped, and empowered to help in a bleeding
5emergency before professional help arrives; and
SJR109,2,86 Whereas, providing Wisconsin citizens with the best chance of survival includes
7educating them with the knowledge and skills to perform immediate bleeding control
8and through equipping public places with bleeding control kits; now, therefore, be it
SJR109,2,13 9Resolved by the senate, the assembly concurring, That the Wisconsin
10State Legislature hereby recognizes the Stop the Bleed campaign, establishes March
1131, 2018, as Wisconsin Trauma Awareness Day, and encourages all Wisconsin
12citizens to participate in the initiative and learn more about the importance of
13bleeding-control measures.
