1To create senate rule 41m;
relating to: senate consideration of the executive budget

The resolution amends the senate rules to provide that if the Joint Committee
on Finance has not reported the executive budget bill for the succeeding fiscal
biennium from JCF by June 30 of the odd-numbered year, all of the following must
occur:
1. If the executive budget bill is a senate bill, the bill must be rereferred to the
Committee on Senate Organization. The senate majority leader must then introduce
a substitute amendment to the bill that incorporates the provisions of the executive
budget bill, as affected by all JCF motions that were adopted before June 30 of the
odd-numbered year.
2. If the executive budget bill is not a senate bill, the senate majority leader
must introduce a bill that incorporates the provisions of the executive budget bill, as
affected by all JCF motions that were adopted before June 30 of the odd-numbered
year. The bill must be referred to the Committee on Senate Organization and is not
required to have a public hearing before being placed on the calendar if the executive
budget bill received a hearing at JCF.

Consideration of executive budget bill. If the joint
2committee on finance has not reported the executive budget bill for the succeeding
3fiscal biennium from committee by June 30 of the odd-numbered year, all of the

(1) If the executive budget bill is a senate bill, the bill shall be rereferred to the
6committee on senate organization. The senate majority leader shall introduce a
7substitute amendment to the bill that incorporates the provisions of the executive
8budget bill, as affected by all joint committee on finance motions that were adopted

(2) If the executive budget bill is not a senate bill, the senate majority leader
11shall introduce a bill that incorporates the provisions of the executive budget bill, as
12affected by all joint committee on finance motions that were adopted before June 30
13of the odd-numbered year. The bill shall be referred to the committee on senate
14organization and the hearing requirement under rule 18 (1m) does not apply if the
15executive budget bill received a hearing at the joint committee on finance.
