AB916,1,4 1An Act to amend 20.285 (1) (fd); and to create 20.370 (4) (cj), 20.435 (1) (fr) and
2254.07 of the statutes; relating to: groundwater standards and waterborne
3dangers, funding for the state laboratory of hygiene, and making an
4appropriation.
Analysis by the Legislative Reference Bureau
This bill does the following related to drinking water and groundwater:
1. Provides an appropriation and authorizes two positions for the Department
of Health Services to develop recommendations for groundwater enforcement
standards.
2. Provides an appropriation and authorizes two positions for DHS to aid local
health departments and tribal agencies with technical support and community
engagement on issues involving drinking water and groundwater.
3. Provides an appropriation and authorizes two positions for DHS to conduct
surveillance, investigation, and outreach on public health issues related to
outbreaks of waterborne diseases and harmful algal blooms.
4. Provides an additional appropriation for the Groundwater Coordinating
Council to perform its functions. Under current law, the council advises and assists
state agencies related to groundwater monitoring, laboratory analysis, research
activities, and public information and education.
The bill also changes the general program operations appropriation for the
state laboratory of hygiene in the University of Wisconsin System from a sum certain
to a sum sufficient.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB916,1 1Section 1. 20.285 (1) (fd) of the statutes is amended to read:
AB916,2,42 20.285 (1) (fd) State laboratory of hygiene; general program operations. The
3amounts in the schedule
A sum sufficient for general program operations of the state
4laboratory of hygiene.
AB916,2 5Section 2. 20.370 (4) (cj) of the statutes is created to read:
AB916,2,76 20.370 (4) (cj) Groundwater coordinating council. A sum sufficient for the
7groundwater coordinating council to perform its functions under s. 160.50 (1).
AB916,3 8Section 3. 20.435 (1) (fr) of the statutes is created to read:
AB916,2,119 20.435 (1) (fr) Groundwater standards; aids; waterborne dangers. A sum
10sufficient for developing recommendations for groundwater enforcement standards,
11providing local and tribal aids, and monitoring waterborne dangers under s. 254.07.
AB916,4 12Section 4. 254.07 of the statutes is created to read:
AB916,2,15 13254.07 Groundwater and waterborne dangers. (1) Groundwater
14standards.
From the appropriation under s. 20.435 (1) (fr), the department shall
15develop recommendations for enforcement standards, as defined in s. 160.01 (2).
AB916,2,20 16(2) Local and tribal aid. From the appropriation under s. 20.435 (1) (fr), the
17department shall provide technical support to local health departments and tribal
18agencies on issues involving drinking water and groundwater and shall carry out
19community engagement on issues involving drinking water and groundwater to
20support local health departments and tribal agencies.

1(3) Monitoring waterborne dangers. From the appropriation under s. 20.435
2(1) (fr), the department shall conduct surveillance, investigation, and outreach on
3public health issues related to outbreaks of waterborne diseases and harmful algal
4blooms.
AB916,5 5Section 5. Nonstatutory provisions.
AB916,3,96 (1) Groundwater standards. The authorized FTE positions for the department
7of health services are increased by 2.0 GPR positions, to be funded from the
8appropriation under s. 20.435 (1) (fr), for the purpose of developing recommendations
9for enforcement standards, as defined in s. 160.01 (2).
AB916,3,1410 (2) Local and tribal aid. The authorized FTE positions for the department of
11health services are increased by 2.0 GPR positions, to be funded from the
12appropriation under s. 20.435 (1) (fr), for the purpose of aiding local health
13departments and tribal agencies with technical support and community engagement
14on issues involving drinking water and groundwater.
AB916,3,1915 (3) Monitoring waterborne dangers. The authorized FTE positions for the
16department of health services are increased by 2.0 GPR positions, to be funded from
17the appropriation under s. 20.435 (1) (fr), for the purpose of conducting surveillance,
18investigation, and outreach on public health issues related to outbreaks of
