1An Act to repeal 20.255 (2) (fh) and 115.413;
to amend 119.04 (1); and
to create
220.255 (2) (fh) and 115.413 of the statutes;
relating to: professional
3development training in character education for teachers, pupil service
4professionals, principals, and school district administrators, granting
5rule-making authority, and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill authorizes the Department of Public Instruction to award grants to
school districts for teachers, pupil service professionals, principals, and school
district administrators to participate in professional development trainings in
character education. Under the bill, DPI is authorized to make these grants for 24
months.

9program. (1) From the appropriation under s. 20.255 (2) (fh), the department may
10award grants to school districts for teachers, pupil service professionals, principals,
11and school district administrators to participate in professional development
12trainings in character education. In awarding grants under this subsection, the
13department shall give preference to school districts that did not receive a grant under
14this subsection in a prior school year.

Effective dates. This act takes effect on the day after publication,
5or on the 2nd day after publication of the 2019 biennial budget act, whichever is later,
6except as follows:

7(1) The treatment of s. 119.04 (1) (by
Section 7) and the repeal of ss. 20.255 (2)
8(fh) and 115.413 take effect on the first day of the 25th month beginning after
9publication, or on the first day of the 25th month beginning after publication of the
102019 biennial budget act, whichever is later.
