Analysis by the Legislative Reference Bureau
This bill requires the Medical Examining Board to issue guidelines regarding
best practices for the treatment of neonatal abstinence syndrome, a condition that
may occur in a newborn following the discontinuation of fetal exposure to substances
that were used by the mother during pregnancy.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB580,1 4Section 1. 227.01 (13) (zk) of the statutes is amended to read:
SB580,1,55 227.01 (13) (zk) Are guidelines issued under s. 440.035 (2m) (b) or 448.039.
SB580,2 6Section 2. 448.039 of the statutes is created to read:
SB580,2,4 7448.039 Neonatal abstinence syndrome guidelines. The board shall issue
8guidelines regarding best practices for the treatment of neonatal abstinence

1syndrome. In developing the guidelines under this section, the board shall consult
2with obstetricians and gynecologists, pediatricians, and relevant state associations
3to ensure that the guidelines are appropriate and reflective of evidence-based best
4practices for the treatment of neonatal abstinence syndrome.
