AB836,1,1 1An Act relating to: technical college police academy programs.
Analysis by the Legislative Reference Bureau
This bill requires the Technical College System Board to work with technical
colleges to establish part-time police academy programs offered by at least two
technical colleges. The TCS Board must endeavor to maximize statewide access to
these programs in determining which technical colleges will offer the programs. The
TCS Board must require at least two technical colleges to offer part-time police
academy programs by January 1, 2023, and must distribute to the selected technical
colleges for these programs $1,000,000 in moneys received under the federal
American Rescue Plan Act of 2021 that the governor is required under the bill to
allocate for this purpose.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB836,1,33 (1) Technical college police academy programs.
AB836,1,44 (a) In this subsection:
AB836,1,5 51. “District board” has the meaning given in s. 38.01 (6).

12. “System board” has the meaning given in s. 38.01 (2) for “board.”
AB836,2,112 (b) The system board shall work with district boards to establish part-time
3police academy programs offered by at least 2 district boards. The system board shall
4endeavor to maximize statewide access to these programs, considering the likely
5geographic location of students participating in these programs and the location of
6technical college campuses, in determining which district boards will offer the
7programs. The system board shall require at least 2 district boards to offer part-time
8police academy programs by January 1, 2023, and shall distribute the moneys
9allocated under par. (c) in fiscal year 2022-23 to the district boards selected by the
10system board to offer these police academy programs, for the purpose of funding the
11programs.
AB836,2,1612 (c) Of the moneys the governor accepts from the federal government under s.
1316.54 pursuant to section 602 of the federal Social Security Act as amended by the
14federal American Rescue Plan Act of 2021, P.L. 117-2, the governor shall allocate
15$1,000,000 in fiscal year 2022-23 for the system board to distribute for police
16academy programs under par. (b).
