AB932,1,2 An Act relating to: requiring certain efforts to expand and promote the apprenticeship and youth apprenticeship programs.

Analysis by the Legislative Reference Bureau

This bill requires the governor to allocate at least $20 million of federal funds made available to this state under the federal American Rescue Plan Act for the Department of Workforce Development to do all of the following:

1. Promote and expand the availability of apprenticeship programs, focusing on several objectives that are specified in the bill.

2. Promote and provide information on the youth apprenticeship program, focusing on school districts that do not participate in the youth apprenticeship program and that have lower participation rates in the program.

3. Provide additional funding for apprenticeship completion awards.

4. Bridge connections between the youth apprenticeship program and registered apprenticeships.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB932,1 Section 1 . Nonstatutory provisions.

AB932,2,2 (1) Expansion and promotion of apprenticeship and youth apprenticeship programs.

AB932,2,7 (a) Of the moneys the governor accepts from the federal government under s. 16.54 pursuant to section 602 of the federal Social Security Act as amended by the federal American Rescue Plan Act of 2021, P.L. 117-2, the governor shall allocate at least $20,000,000 for the department of workforce development to do all of the following:

AB932,2,9 1. Promote and expand the availability of apprenticeship programs approved under subch. I of ch. 106, focusing on the following objectives:

AB932,2,10 a. Increasing participation in existing approved programs.

AB932,2,11 b. Increasing the number of approved programs.

AB932,2,13 c. Expanding the trades, crafts, and businesses in which approved programs are available.

AB932,2,17 2. Promote and provide information on the youth apprenticeship program under s. 106.13. The department shall focus its efforts under this subdivision on school districts that do not participate in the youth apprenticeship program and that have lower participation rates in the program.

AB932,2,20 3. Supplement the amount available in the appropriation under s. 20.445 (1) (dr) to provide additional funding for apprenticeship completion awards under s. 106.05 (2).

AB932,2,22 4. Bridge connections between the youth apprenticeship program under s. 106.13 and apprenticeship programs described in subd. 1 .

AB932,3,3 (b) The department of workforce development shall, no later than the first day of the 13th month beginning after the effective date of this paragraph, report to the joint committee on finance on the use of the funds allocated under par. (a).
