SB1106,1,4 1An Act relating to: authorizing certain full-time positions within the
2Department of Safety and Professional Services; funding for special education,
3the University of Wisconsin System, and the technical college system; and
4making an appropriation.
Analysis by the Legislative Reference Bureau
This bill appropriates money for the Department of Safety and Professional
Services to hire four full-time call center program operation assistants and three
full-time paralegals for the purpose of professional credential processing. Further,
the bill provides additional funding to the Department of Public Instruction for aids
for special education and to the University of Wisconsin System and the technical
college system for purposes of maintaining compliance with maintenance of effort
requirements of the federal Consolidated Appropriations Act, 2021, and the federal
American Rescue Plan Act of 2021.

enact as follows:

1(1) Call center staff; department of safety and professional services. In the
2schedule under s. 20.005 (3) for the appropriation to the department of safety and
3professional services under s. 20.165 (1) (g), the dollar amount for fiscal year 2021-22
4is increased by $178,000 to increase the authorized FTE positions for the department
5by 4.0 GPR positions on the effective date of this subsection for call center program
6operation assistants for the purpose of professional credential processing. In the
7schedule under s. 20.005 (3) for the appropriation to the department of safety and
8professional services under s. 20.165 (1) (g), the dollar amount for fiscal year 2022-23
9is increased by $226,600 to provide funding for the positions authorized under this
10subsection.
SB1106,2,1911 (2) Paralegals; department of safety and professional services. In the
12schedule under s. 20.005 (3) for the appropriation to the department of safety and
13professional services under s. 20.165 (1) (g), the dollar amount for fiscal year 2021-22
14is increased by $225,900 to increase the authorized FTE positions within the
15department by 3.0 GPR positions on the effective date of this subsection for
16paralegals for the purpose of professional credential processing. In the schedule
17under s. 20.005 (3) for the appropriation to the department of safety and professional
18services under s. 20.165 (1) (g), the dollar amount for fiscal year 2022-23 is increased
19by $293,000 to provide funding for the positions authorized under this subsection.
SB1106,2,2520 (3) Special education aid. In the schedule under s. 20.005 (3) for the
21appropriation to the department of public instruction under s. 20.255 (2) (b), the
22dollar amount for fiscal year 2021-22 is increased by $255,000 to increase funding
23for aids for special education under s. 115.88 and the dollar amount for fiscal year
242022-23 is increased by $330,000 to increase funding for aids for special education
25under s. 115.88.

1(4) UW System, general program operation. In the schedule under s. 20.005
2(3) for the appropriation to the Board of Regents of the University of Wisconsin
3System under s. 20.285 (1) (a), the dollar amount for fiscal year 2021-22 is increased
4by $55,200 for the purpose for which the appropriation is made and the dollar
5amount for fiscal year 2022-23 is increased by $68,000 for the purpose for which the
6appropriation is made.
SB1106,3,117 (5) State aids for technical colleges. In the schedule under s. 20.005 (3) for
8the appropriation to the technical college system board under s. 20.292 (1) (d), the
9dollar amount for fiscal year 2021-22 is increased by $9,800 for the purpose for which
10the appropriation is made and the dollar amount for fiscal year 2022-23 is increased
11by $12,000 for the purpose for which the appropriation is made.
