1An Act to amend 342.14 (3) and 342.14 (3m); and
to create 342.01 (2) (aj) of the
2statutes;
relating to: fees for certain motor vehicle certificate of title transfers.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Transportation issues a certificate of title
to a new owner of a vehicle after ownership of the vehicle is transferred. The new
owner pays a $157 fee for a certificate of title after a transfer and a $7.50
supplemental title fee. Currently, these two fees are waived when a vehicle is
transferred upon a person's death to his or her spouse or domestic partner.
Under this bill, these two fees are also waived when a vehicle is transferred
upon a person's death to an immediate family member of the decedent. “Immediate
family member” is defined under the bill as “a spouse, grandparent, parent, sibling,
child, stepchild, stepparent, or grandchild, or the spouse of a grandparent, parent,
sibling, child, stepchild, stepparent, or grandchild.”

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

11title fee of $7.50 by the owner of the vehicle, except that this fee shall be waived with
12respect to an application under sub. (3) for transfer of a decedent's interest in a

or an
14immediate family member. The fee specified under this subsection is in addition to
15any other fee specified in this section. This subsection does not apply to an
16application for a certificate of title for a low-speed vehicle.
