1Relating to: urging support for a constitutional amendment to provide states with
2authority to regulate campaign financing. AJR57,1,63Whereas, the residents of Wisconsin have a compelling interest in fostering 4robust political debate, freedom of speech, self-government, securing the liberty and 5political equality of our citizens, and advancing federalism and the interests of the 6states; and AJR57,1,107Whereas, over the past few decades, the U.S. Supreme Court has gradually 8come to equate elections spending with “free speech,” and elections spending has 9the potential to drown out speech rights for all citizens, narrow debate, and weaken 10federalism and self-government in the states; and AJR57,1,1211Whereas, the states and Congress should have the ability to enact reasonable 12regulations regarding elections spending; and AJR57,2,213Whereas, the framers of the U.S. Constitution wisely granted the states 14ultimate power to amend the constitution where necessary to make it and our union
1ever more perfect and to protect and preserve self-government and liberty; now, 2therefore, be it AJR57,2,83Resolved by the assembly, the senate concurring, That the Wisconsin 4Legislature, on behalf of the people of Wisconsin, declares its support for a 5constitutional amendment to clarify that the states and Congress may regulate the 6spending of money to influence elections, and that, in doing so, the states and 7Congress may distinguish between natural persons and legally recognized entities; 8and, be it further AJR57,2,129Resolved, That a copy of this resolution be prepared and submitted to the 10speaker of the U.S. House of Representatives, the majority leader of the U.S. 11Senate, the minority leader of the U.S. Senate, and each member of the Wisconsin 12congressional delegation.
