15.197(11n)(b)2. 2. A reasonably equitable representation of those communities located in the state's urban and rural poverty areas.
15.197(11n)(c) (c) Representatives of nongovernmental agencies and groups concerned with services to persons with developmental disabilities shall be represented by members of the council to be appointed by the governor.
15.197(11n)(d) (d) At least one-half of the membership shall consist of persons with developmental disabilities or their parents or guardians or of immediate relatives or guardians of persons with mentally impairing developmental disabilities. These members may not manage, own or have a controlling interest in any entity, or be employes of any state agency which receives federal developmental disabilities funds or provides services using federal formula developmental disabilities funds. These members shall be appointed by the governor, with consideration given to:

15.197(11n)(d)2. 2. The appointee's demonstrated interest in the problems associated with developmental disabilities.

15.197(11n)(d)4. 4. The recommendations of statewide or local nonprofit organizations representing the interests of those affected by developmental disabilities.
15.197(16) (16)Council on domestic abuse. There is created in the department of health and family services a council on domestic abuse. The council shall consist of 13 members appointed for staggered 3-year terms. Of those 13 members, 9 shall be nominated by the governor and appointed with the advice and consent of the senate, and one each shall be designated by the speaker of the assembly, the senate majority leader and the minority leader in each house of the legislature and appointed by the governor. Persons appointed shall have a recognized interest in and knowledge of the problems and treatment of victims of domestic abuse.
15.197(21) (21)Council on food protection practices. There is created in the department of health and family services a council on food protection practices. The council shall consist of all of the following members appointed for 3-year terms by the secretary of health and family services:

15.197(21)(b) (b) A representative of the Wisconsin innkeepers association, inc.
15.197(21)(c) (c) A representative of the tavern league of Wisconsin, inc.

15.197(21)(e) (e) A representative of an organization of registered sanitarians in this state who is employed by a local health department, as defined in s. 250.01 (4) (a) 2. or 3. or (b), with agent status under s. 254.69.
15.197(21)(f) (f) A representative of an organization of registered sanitarians in this state who is employed by a local health department, as defined in s. 250.01 (4) (a) 1. or 2. or (c), with agent status under s. 254.69.
15.197(21)(g) (g) A representative of the Wisconsin conference of local public health officials, inc., who has expertise in environmental health.
15.197(21)(h) (h) A registered sanitarian who is employed in a regional office of a subunit of the department of health and family services.
15.197(21)(i) (i) A member of the staff of the technical college system board.
15.197(21)(j) (j) An employe of the university of Wisconsin system who has demonstrated interest and experience in food service sanitation.
15.197(21)(k) (k) A member who has none of the qualifications required for other members.

15.197(24) (24)Milwaukee child welfare partnership council.
15.197(24)(a)(a) There is created a Milwaukee child welfare partnership council, attached to the department of health and family services under s. 15.03. The council shall consist of the following members:
15.197(24)(a)1. 1. Three members of the Milwaukee County board nominated by the Milwaukee County executive.
15.197(24)(a)2. 2. One representative to the assembly appointed by the speaker of the assembly.
15.197(24)(a)3. 3. One representative to the assembly appointed by the minority leader of the assembly.
15.197(24)(a)4. 4. One senator appointed by the president of the senate.
15.197(24)(a)5. 5. One senator appointed by the minority leader of the senate.
15.197(24)(a)6. 6. Ten members who are residents of this state, not less than 6 of whom shall be residents of Milwaukee County.
15.197(24)(a)7. 7. Subject to par. (d), two members who are nominated by a children's services network established in Milwaukee County under s. 49.143 (2) (b) and who are residents of the geographical area established under s. 49.143 (6) that is served by the children's services network.
15.197(24)(b) (b) Notwithstanding s. 15.09 (2), the governor shall designate one of the members appointed under par. (a) 6. as chairperson of the council.
15.197(24)(c) (c) The members of the council appointed under par. (a) 1., 6. and 7. shall be appointed for 3-year terms.
15.197(24)(d) (d) If the department of workforce development establishes more than one geographical area in Milwaukee County under s. 49.143 (6), the children's services networks established in Milwaukee County under s. 49.143 (2) (b), in nominating members under par. (a) 7., shall nominate residents of different geographical areas established under s. 49.143 (6) and, when the term of a member appointed under par. (a) 7. ends or if a vacancy occurs in the membership of the council under par. (a) 7., those children's services networks shall nominate a resident of a different geographical area established under s. 49.143 (6) from the geographical area of the member who is being replaced according to a rotating order of succession determined by the children's services networks.
15.197(25) (25)Trauma advisory council.
15.197(25)(a)(a) There is created in the department of health and family services a trauma advisory council. The trauma advisory council shall consist of the following members who have an interest and expertise in emergency medical services and who are appointed by the secretary of health and family services:

15.197(25)(a)2. 2. Two registered nurses, as defined in s. 146.40 (1) (f).
15.197(25)(a)3. 3. Two prehospital emergency medical services providers, including one representative of a municipality.

15.197(25)(a)5. 5. Two representatives of an urban hospital.

15.197(25)(b) (b) In appointing the members under par. (a), the secretary of health and family services shall ensure that all geographic areas of the state are represented.

15.225(1)(1)Labor and industry review commission. There is created a labor and industry review commission which is attached to the department of workforce development under s. 15.03, except the budget of the labor and industry review commission shall be transmitted by the department to the governor without change or modification by the department, unless agreed to by the labor and industry review commission.
15.225(2) (2)Wisconsin conservation corps board.
15.225(2)(a)(a) Creation. There is created a Wisconsin conservation corps board which is attached to the department of workforce development under s. 15.03.
15.225(2)(b) (b) Membership. The Wisconsin conservation corps board consists of 7 members appointed by the governor from various areas of the state in a manner designed to provide regional, environmental and agricultural representation. One member of the board shall be a member of an area private industry council established under the job training partnership act, 29 USC 1501 to 1781.
15.225(2)(c) (c) Liaison representatives. The secretary of agriculture, trade and consumer protection, the secretary of health and family services, the secretary of workforce development, the secretary of natural resources and the chancellor of the university of Wisconsin-extension, or a designee of such a secretary or the chancellor, shall serve as liaison representatives to the Wisconsin conservation corps board, and provide information to and assist the board. The liaison representatives are not board members and may not vote on any board decision or action.
15.225(2)(d) (d) Terms. Members of the Wisconsin conservation corps board shall serve staggered 6-year terms.

15.227 15.227 Same; councils.
15.227(3)(3)Council on unemployment insurance. There is created in the department of workforce development a council on unemployment insurance appointed by the secretary of workforce development to consist of 5 representatives of employers and 5 representatives of employes appointed to serve for 6-year terms and a permanent classified employe of the department of workforce development who shall serve as nonvoting chairperson. In making appointments to the council, the secretary shall give due consideration to achieving balanced representation of the industrial, commercial, construction, nonprofit and public sectors of the state's economy. One of the employer representatives shall be an owner of a small business or a representative of an association primarily composed of small businesses. In this subsection, "small business" means an independently owned and operated business which is not dominant in its field and which has had less than $2,000,000 in gross annual sales for each of the previous 2 calendar years or has 25 or fewer employes. A member vacates his or her office if the member loses the status upon which his or her appointment is based.
15.227(4) (4)Council on worker's compensation. There is created in the department of workforce development a council on worker's compensation appointed by the labor and industry review commission to consist of a member or designated employe of the department of workforce development or the labor and industry review commission as chairperson, 5 representatives of employers and 5 representatives of employes. The commission shall also appoint 3 representatives of insurers authorized to do a worker's compensation insurance business in this state as nonvoting members of the council.
15.227(8) (8)Council on migrant labor. There is created in the department of workforce development a council on migrant labor. Nonlegislative members shall serve for staggered 3-year terms and shall include 6 representatives of employers of migrant workers and 6 representatives of migrant workers and their organizations. Two members of the senate and 2 members of the assembly shall be appointed to act as representatives of the public. Legislative members shall be appointed as are members of standing committees and shall be equally divided between the 2 major political parties.
15.227(11) (11)Self-insurers council. There is created in the department of workforce development a self-insurers council consisting of 5 members appointed by the labor and industry review commission for 3-year terms.
15.227(13) (13)Wisconsin apprenticeship council. There is created in the department of workforce development a Wisconsin apprenticeship council appointed by the labor and industry review commission.
15.227(17) (17)Labor and management council.
15.227(17)(a)(a) There is created in the department of workforce development a labor and management council to advise the department of workforce development about sponsoring labor and management conferences and meetings and promoting positive relations between labor and management.
15.227(17)(b) (b) The council shall have 21 members, serving 5-year terms, consisting of:
