3"(d) If a local governmental unit has in effect on the effective date of this

5used that process either on its last project or on a project that was completed within
6the 12-month period that ends on the effective date of this paragraph .... [LRB
7inserts date], the local governmental unit may continue to use its own
8qualifications-based selection process if, in its rankings of proposals, at least 75
9percent of the weight in the rankings is based on the consultant's qualifications, as
10described under sub. (2) (c). The remaining weight in the rankings may be based on
