11par. (a), the elector shall provide proof of residence under s. 6.34. If the elector is
12confirming a registration entered by the board based upon information obtained
13from the department of transportation, the elector shall also be required by a special
14registration deputy or inspector to present his or her operator's license issued to the
15elector under ch. 343, or his or her identification card issued to the elector under s.
16343.50.
If the elector cannot provide proof of residence, the information contained
17in the registration form shall be corroborated in a statement that is signed by any
18elector who resides in the same municipality as the registering elector and that
19contains the current street address of the corroborating elector. The corroborator
20shall then provide proof of residence as provided in s. 6.34. If the elector is registering
21to vote or confirming his or her registration in the general election and the elector
22presents a valid driver's license issued by another state, the inspector or deputy shall
23record on a separate list the name and address of the elector, the name of the state,
24and the license number and expiration date of the license. The signing by the elector

1executing the registration form or confirmation form and the signing by any
2corroborator shall be in the presence of the special registration deputy or inspector
3who shall then print his or her name on and sign the form, indicating that the deputy
4or inspector has accepted the form. Upon compliance with this procedure, the elector
5shall be permitted to cast his or her vote, if the elector complies with all other
6requirements for voting at the polling place.
AB895-ASA1-AA5, s. 71m 7Section 71m. 6.55 (2) (c) 1. of the statutes is amended to read:
AB895-ASA1-AA5,4,148 6.55 (2) (c) 1. As an alternative to registration or confirmation of registration
9under par. (a)
at the polling place under pars. (a) and (b), the board of election
10commissioners, or the governing body of any municipality may by resolution require
11a person who qualifies as an elector and who is not registered or confirmed and
12desires to register or confirm his or her registration on the day of an election to do
13so at another readily accessible location in the same building as the polling place
14serving the elector's residence or at an alternate polling place assigned under s. 5.25
15(5) (b), instead of at the polling place serving the elector's residence. In such case,
16the municipal clerk shall prominently post a notice of the registration location at the
17polling place. The elector who desires to register or confirm his or her registration
18shall execute a registration form or a confirmation form as prescribed under par. (a)
19and, if the elector is confirming a registration entered by the board based upon
20information obtained from the department of transportation except as authorized in
21s. 6.79 (7), present his or her operator's license issued to the person under ch. 343 or
22his or her identification card issued to the person under s. 343.50. The person shall
23also
provide proof of residence as provided under s. 6.34. If the elector cannot provide
24proof of residence, the information contained in the registration form shall be
25corroborated in the manner provided in par. (b). If the elector a person is registering

1to vote or confirming his or her registration in the general election and the elector
2person presents a valid driver's license issued by another state, the municipal clerk,
3deputy clerk, or special registration deputy shall record on a separate list the name
4and address of the elector person, the name of the state, and the license number and
5expiration date of the license. The signing by the elector person executing the
6registration form and by any corroborator or the confirmation form, except as
7provided under par. (a),
shall be in the presence of the municipal clerk, deputy clerk
8or special registration deputy. The municipal clerk, the deputy clerk, or the special
9registration deputy shall then print his or her name and sign the form, indicating
10that the clerk, deputy clerk, or deputy has accepted the form. Upon proper
11completion of registration, the municipal clerk, deputy clerk or special registration
12deputy shall serially number the registration and give one copy to the elector for
13presentation at the polling place serving the elector's residence or an alternate
14polling place assigned under s. 5.25 (5) (b).

23a form on another elector's behalf shall attest to a statement that the application or
24confirmation
is made on request and by authorization of the named elector, who is

1unable to sign the form due to physical disability. The agent shall present this
2statement along with all other information required under this subdivision. Except
3as otherwise provided in this subdivision, the
The agent shall in every case provide
4proof of the elector's residence under s. 6.34. If the elector has designated the agent
5with the power of attorney and the agent has authority to act on the elector's behalf,
6the agent may sign the registration form on behalf of the elector.
If the elector is
7registering to vote for or confirming an elector's registration for voting in the general
8election and the elector's agent presents a valid driver's license issued to the elector
9by another state, the municipal clerk shall record on a separate list the name and
10address of the elector, the name of the state, and the license number and expiration
11date of the license. If the agent cannot present proof of residence, the registration
12form shall be signed and substantiated by another elector residing in the elector's
13municipality of residence, corroborating the information in the form. The form shall
14contain the full name and address of the corroborating elector. The agent shall then
15present proof of the corroborating elector's residence under s. 6.34.".
AB895-ASA1-AA5,6,16 168. Page 60, line 5: delete lines 5 to 14 and substitute:
AB895-ASA1-AA5,6,17 17" Section 98m. 6.869 of the statutes is amended to read:
AB895-ASA1-AA5,7,4 186.869 Uniform instructions. The board shall prescribe uniform instructions
19for municipalities to provide to absentee voters. The instructions shall include the
20specific means of electronic communication that an absentee elector may use to file
21an application for an absentee ballot and, if the absentee elector is required to
22register, to request a registration form or change his or her registration.
The
23instructions shall include information concerning whether a copy of a license or
24identification card is required under s. 6.86 (1) (ar) or 6.87 (4) (b). The instructions

1shall also include information concerning
the procedure for correcting errors in
2marking a ballot and obtaining a replacement for a spoiled ballot. The procedure
3shall, to the extent possible, respect the privacy of each elector and preserve the
4confidentiality of each elector's vote.".

AB895-ASA1-AA5,7,8 7" Section 102m. 6.87 (4) of the statutes is renumbered 6.87 (4) (b) 1. and
8amended to read:
AB895-ASA1-AA5,8,169 6.87 (4) (b) 1. Except as otherwise provided in sub. (2m) and s. 6.875, the elector
10voting absentee shall make and subscribe to the certification before one witness who
11is an adult U.S. citizen. The absent elector, in the presence of the witness, shall mark
12the ballot in a manner that will not disclose how the elector's vote is cast. The elector
13shall then, still in the presence of the witness, fold the ballots so each is separate and
14so that the elector conceals the markings thereon and deposit them in the proper
15envelope. If a consolidated ballot under s. 5.655 is used, the elector shall fold the
16ballot so that the elector conceals the markings thereon and deposit the ballot in the
17proper envelope. Notwithstanding s. 343.43 (1) (f), if the elector is confirming a
18registration entered by the board based upon information obtained from the
19department of transportation, the elector shall enclose a copy of the license or
20identification card required under s. 6.86 (1) (ar) in the envelope, unless the elector
21is a military elector or an overseas elector or the elector has a confidential listing
22under s. 6.47 (2).
If proof of residence is required, the elector shall also enclose proof
23of residence under s. 6.34 in the envelope. Proof Except as authorized in s. 6.34 (2m)
24and (2n), proof
of residence is required if the elector is not a military elector or an

1overseas elector, as defined in s. 6.34 (1), and the elector registered by mail or by
2electronic application or confirmed his or her registration after the close of
3registration
and has not voted in an election in this state. If the elector requested
4a ballot by means of facsimile transmission or electronic mail under s. 6.86 (1) (ac),
5the elector shall enclose in the envelope a copy of the request which bears an original
6signature of the elector.
The elector may receive assistance under sub. (5). The
7return envelope shall then be sealed. The witness may not be a candidate. The
8envelope shall be mailed by the elector, or delivered in person, to the municipal clerk
9issuing the ballot or ballots. If the envelope is mailed from a location outside the
10United States, the elector shall affix sufficient postage unless the ballot qualifies for
11delivery free of postage under federal law. Failure to return an unused ballot in a
12primary does not invalidate the ballot on which the elector's votes are cast. Return
13of more than one marked ballot in a primary or return of a ballot prepared under s.
145.655 or a ballot used with an electronic voting system in a primary which is marked
15for candidates of more than one party invalidates all votes cast by the elector for
16candidates in the primary.".

AB895-ASA1-AA5,9,1220 6.875 (6) (c) 1. Upon their visit to the home or facility under par. (a), the
21deputies shall personally offer each elector who has filed a proper application for an
22absentee ballot the opportunity to cast his or her absentee ballot. If an elector
23presents a license or identification card under s. 6.87 (4) (b) 1., the deputies shall
24make a copy of the document presented by the elector and shall enclose the copy in

1the certificate envelope.
If an elector is present who has not filed a proper application
2for an absentee ballot, the 2 deputies may accept an application from the elector and
3shall issue a ballot to the elector if the elector is qualified, the elector presents a
4license or identification card, whenever required,
and the application is proper. The
5deputies shall each witness the certification and may, upon request of the elector,
6assist the elector in marking the elector's ballot. The deputies shall then sign the
7certification as witnesses and, if they provide assistance, shall sign the back of the
8ballot indicating that they provided assistance.
All voting shall be conducted in the
9presence of the deputies. Upon request of the elector, a relative of the elector who
10is present in the room may assist the elector in marking the elector's ballot. No
11individual other than a deputy may witness the certification and no individual other
12than a deputy or relative of an elector may render voting assistance to the elector.".

AB895-ASA1-AA5,9,2515 6.88 (3) (a) Except in municipalities where absentee ballots are canvassed
16under s. 7.52, at any time between the opening and closing of the polls on election day,
17the inspectors shall, in the same room where votes are being cast, in such a manner
18that members of the public can hear and see the procedures, open the carrier
19envelope only, and announce the name of the absent elector or the identification
20serial number of the absent elector if the elector has a confidential listing under s.
216.47 (2). When the inspectors find that the certification has been properly executed,
22the applicant is a qualified elector of the ward or election district, and the applicant
23has not voted in the election, they shall enter an indication on the poll list next to the
24applicant's name indicating an absentee ballot is cast by the elector. They shall then

1open the envelope containing the ballot in a manner so as not to deface or destroy the
2certification thereon. The inspectors shall take out the ballot without unfolding it
3or permitting it to be unfolded or examined. Unless the ballot is cast under s. 6.95,
4the inspectors shall verify that the ballot has been endorsed by the issuing clerk. If
5the poll list indicates that proof of residence under s. 6.34 is required and no proof
6of residence is enclosed or the name or address on the document that is provided is
7not the same as the name and address shown on the poll list, or if the elector is
8required to provide a copy of a license or identification card specified in s. 6.86 (1) (ar)
9and no copy of the license or identification card is enclosed or the name on the
10document cannot be verified by the inspectors,
the inspectors shall proceed as
11provided under s. 6.97 (2). The inspectors shall then deposit the ballot into the proper
12ballot box and enter the absent elector's name or voting number after his or her name
13on the poll list in the same manner as if the elector had been present and voted in
14person.".
AB895-ASA1-AA5,10,15 1512. Page 76, line 2: after that line insert:
AB895-ASA1-AA5,10,16 16" Section 128m. 7.52 (3) (a) of the statutes is amended to read:
AB895-ASA1-AA5,11,1617 7.52 (3) (a) The board of absentee ballot canvassers shall first open the carrier
18envelope only, and, in such a manner that a member of the public, if he or she desired,
19could hear, announce the name of the absent elector or the identification serial
20number of the absent elector if the elector has a confidential listing under s. 6.47 (2).
21When the board of absentee ballot canvassers finds that the certification has been
22properly executed and the applicant is a qualified elector of the ward or election
23district, the board of absentee ballot canvassers shall enter an indication on the poll
24list next to the applicant's name indicating an absentee ballot is cast by the elector.

1The board of absentee ballot canvassers shall then open the envelope containing the
2ballot in a manner so as not to deface or destroy the certification thereon. The board
3of absentee ballot canvassers shall take out the ballot without unfolding it or
4permitting it to be unfolded or examined. Unless the ballot is cast under s. 6.95, the
5board of absentee ballot canvassers shall verify that the ballot has been endorsed by
6the issuing clerk. If the poll list indicates that proof of residence is required and no
7proof of residence is enclosed or the name or address on the document that is provided
8is not the same as the name and address shown on the poll list, or if the elector is
9required to provide a copy of a license or identification card under s. 6.87 (4) and no
10copy of the license or identification card is enclosed or the name on the document
11cannot be verified by the canvassers,
the board of absentee ballot canvassers shall
12proceed as provided under s. 6.97 (2). The board of absentee ballot canvassers shall
13mark the poll list number of each elector who casts an absentee ballot on the back
14of the elector's ballot. The board of absentee ballot canvassers shall then deposit the
15ballot into the proper ballot box and enter the absent elector's name or poll list
16number after his or her name on the poll list.".
AB895-ASA1-AA5,11,17 1713. Page 80, line 3: after that line insert:
AB895-ASA1-AA5,11,18 18" Section 135g. 10.02 (3) (form) (a) of the statutes is amended to read:
AB895-ASA1-AA5,12,819 10.02 (3) (form) (a) Upon entering the polling place and before being permitted
20to vote, an elector shall state his or her name and address. If an elector is not
21registered to vote, an elector may register to vote at the polling place serving his or
22her residence if the elector provides proof of residence or the elector's registration is
23verified by another elector of the same municipality where the elector resides. If the
24elector confirms at the polling place a registration entered by the board based upon

1information obtained from the department of transportation, the elector shall
2present his or her Wisconsin operator's license, or his or her Wisconsin identification
3card.
Where ballots are distributed to electors, the initials of 2 inspectors must
4appear on the ballot. Upon being permitted to vote, the elector shall retire alone to
5a voting booth or machine and cast his or her ballot, except that an elector who is a
6parent or guardian may be accompanied by the elector's minor child or minor ward.
7An election official may inform the elector of the proper manner for casting a vote,
8but the official may not in any manner advise or indicate a particular voting choice.".
