SB17-SA1,1,11 At the locations indicated, amend the bill as follows:
SB17-SA1,1,3 21. Page 1, line 3: after "guard" insert ", providing an exemption from
3emergency rule procedures, granting rule-making authority,".
SB17-SA1,1,6 42. Page 2, line 4: delete the material beginning with "the 32nd" and ending
5with "Refueling Wing." on line 5 and substitute "a Wisconsin national guard unit
6identified by the department of military affairs under s. 341.14 (6m) (d) 5.".

SB17-SA1,2,14 11"(2) The department of military affairs shall submit in proposed form the rules
12required under section 341.14 (6m) (d) 5. of the statutes, as created by this act, to the
13legislative council staff under section 227.15 (1) of the statutes no later than the first
14day of the 4th month beginning after the effective date of this subsection.
SB17-SA1,3,315 (3) Using the emergency rules procedure under section 227.24 of the statutes,
16the department of military affairs shall promulgate the rules required under section
17341.14 (6m) (d) 5. of the statutes, as created by this act, for the period before the
18effective date of the rules submitted under subsection (2). The department shall
19promulgate these emergency rules no later than the first day of the 4th month
20beginning after the effective date of this subsection. Notwithstanding section 227.24
21(1) (c) and (2) of the statutes, these emergency rules may remain in effect until July
221, 2011, or the date on which permanent rules take effect, whichever is sooner.
23Notwithstanding section 227.24 (1) (a) and (3) of the statutes, the department is not
24required to provide evidence that promulgating a rule under this subsection as an

1emergency rule is necessary for the preservation of the public peace, health, safety,
2or welfare and is not required to provide a finding of emergency for a rule
3promulgated under this subsection.".
SB17-SA1,3,4 49. Page 4, line 4: delete lines 4 to 6 and substitute:
SB17-SA1,3,6 5" Section 6m. Effective dates. This act takes effect on the first day of the 4th
6month beginning after publication, except as follows:
SB17-SA1,3,7 7(1) Section 3 (2) and (3) of this act takes effect on the day after publication.".
