TO 2009 SENATE BILL 633

SB633-SA2,1,11 At the locations indicated, amend the bill as follows:
SB633-SA2,1,3 21. Page 3, line 23: after "department" insert ", in consultation with the office
3of the commissioner of insurance,".
SB633-SA2,1,4 42. Page 7, line 18: after " (4)" insert "(a)".
SB633-SA2,1,5 53. Page 7, line 22: after that line insert:
SB633-SA2,1,7 6"(b) The department and the office of the commissioner of insurance shall
7consider all of the following criteria before awarding a grant under sub. (2):
SB633-SA2,1,98 1. The organization's demonstrated expertise in the full array of health care
9benefit programs.
SB633-SA2,1,1210 2. The organization's demonstrated understanding of state statutes and rules
11and federal statutes and regulations relating to private health insurance, including
12eligibility, grievance procedures, and rights for independent review.

13. The organization's capacity for or ability to develop statewide service,
2including in rural and underserved areas.
SB633-SA2,2,113 (c) Before awarding a grant, the department shall submit the proposed grant
4recipient and the amount of the proposed grant to the joint committee on finance.
5If the cochairpersons of the committee do not notify the department within 14
6working days after the date of the department's submittal that the committee has
7scheduled a meeting for the purpose of reviewing the proposed grant, the grant may
8be awarded as proposed by the department. If, within 14 working days after the date
9of the department's submittal, the cochairpersons of the committee notify the
10department that the committee has scheduled a meeting for the purpose of reviewing
11the proposed grant, the grant may be awarded only upon approval of the committee.".
