TO 2009 SENATE JOINT RESOLUTION 8

SJR8-SA1,1,11 At the locations indicated, amend the joint resolution as follows:
SJR8-SA1,1,3 21. Page 1, line 2: after "message" insert "and legislative oversight of
3expenditure of federal economic stimulus funds".
SJR8-SA1,1,4 42. Page 2, line 2: after that line insert:
SJR8-SA1,1,5 5" Section 2m. Joint Rule 8m is created to read:
SJR8-SA1,1,116 Joint Rule 8m. Vote on bills appropriating federal economic stimulus
7funds; duties of joint committee on finance relating to federal economic
8stimulus funds.
(1) In this section, "federal economic stimulus funds" means
9federal moneys received by the state before July 1, 2011, pursuant to federal
10legislation enacted during the 111th Congress for the purpose of reviving the
11economy of the United States.
SJR8-SA1,2,212 (2) Before July 1, 2011, neither house may pass a bill to appropriate federal
13economic stimulus funds unless the bill is referred to the joint committee on finance

1and the joint committee on finance has held a public hearing on the bill and issued
2a report on the proposed expenditure of federal economic stimulus funds in the bill.
SJR8-SA1,2,103 (3) The joint committee on finance shall develop guidelines for the timely
4completion of all projects funded with federal economic stimulus funds and shall hold
5periodic public hearings to review the status of all work undertaken on the projects.
6If for any reason a project funded with federal economic stimulus funds cannot be
7completed on a timely basis according to these guidelines, or if any federal economic
8stimulus funds cannot be expended in the manner provided under the bill, the joint
9committee on finance shall issue a report to each member of the legislature
10identifying the problem and proposing a solution.".
