RULINGS OF THE CHAIR
Assembly and Senate Journals
1973 to 1994

1
  Legislative Reference Bureau   July 1994
This file contains, in alphabetical sequence by subject, all rulings of the chair found in the electronic records of the Assembly and Senate Journals for the sessions from 1979 through 1993-94 (to June 1994), and contains, also, those rulings found in the Senate Journals from 1973 through 1977, and in the Assembly Journals for the 1975 and 1977 Sessions, for which the reasoning was explained in a written statement by the presiding officer. The electronic record for the 1973 Assembly Journals no longer exists.
Some of the rulings are shown including a "[Note:]". These notes were written by Dr. H. Rupert Theobald, the Chief of the Legislative Reference Bureau from January 1964 until July 1994, to summarize the issue or to alert the reader to a subsequent change in the provision (constitution, statute, rule) on which the ruling was based.
When a single ruling deals with more than one issue, the ruling is displayed under each appropriate subject heading.
Each subject begins with the most recent ruling and continues, by date, to the oldest ruling found. For each biennial session, Assembly rulings are displayed preceding the Senate rulings.
