Based on the recommendations of the governor's council on workforce excellence, the division of workforce excellence shall plan, coordinate, administer and implement the department's workforce excellence initiatives, programs, policies and funding, the youth apprenticeship and school-to-work programs under s. 101.265 106.13 and such other employment and education programs as the governor may by executive order assign to the division.
