In accordance with s.
25.17(17) of the Statutes, I am submitting to the Joint Committee on Finance, the State of Wisconsin Investment Board's (SWIB) annual report on credits, or "soft dollars," generated with security brokerage firms and the use of those credits to acquire investment research services. This report covers commissions, research credits, and expenditures for calendar year 1999.
